– ADVISORY COMMITTEE ON ACCESSIBILITY

The
Committee sought clarification on the implementation of resolutions from the
Accessibility Committee. It was noted that staff examine all resolutions and
that they are forwarded to the appropriate Committee.

That
the minutes of the Advisory Committee on Accessibility meeting held on June 17,
and August 18, 2004, be received.
And
that the following resolutions from the August 18, 2004 meeting be adopted:
“That a standard signage program that addresses accessibility issues
for all residents of Markham be established;”
“That Council be requested to consider examining the western existing
part of the Centennial Community Centre with respect to accessibility issues
and include the remediation of any issues in the current project.”

AGREEMENT FOR
CHILD CARE SERVICES (6.0 &

the report entitled “Consolidated Agreement for Child Care Services” be
approved;
And
that Council authorize the Mayor and Clerk to execute a Consolidated Agreement
for Child Care Services between the Town of Markham and The Regional
Municipality of York, in a form satisfactory to the Town Solicitor.

3. AUTHORIZATION
FOR COMMISSIONER OF COMMUNITY
AND FIRE SERVICES TO ENTER
INTO NON-CONFORMING
RENTAL CONTRACTS ON BEHALF OF

The
Committee queried what contracts will be authorized by staff. Staff advised
that this authority will only be exercised in the case of “one ofs” requiring
immediate attention.

the report titled "Authorization for Commissioner of Community and Fire
Services to Enter into Non-Conforming Rental Contracts on Behalf of the Town of
Markham" be received;
And
that the Commissioner of Community and Fire Services, on the recommendation of
the Director of Recreation and Culture, Facility Co-ordinators and Managers of
cultural venues, be authorized to enter into rental agreements up to a value of
$25,000 net of expenditures on behalf of the Town of Markham, subject to all
Town requirements being adhered to with respect to policies, by-laws, permits,
insurance, etc.

5. KYOTO 101 FOR MUNICIPALITIES -
JOHN MILLS, REGIONAL DIRECTOR, ONTARIO
REGION, ENVIRONMENT CANADA (5.7)
Mr.
John Mills, Regional Director, Ontario Region, Environment Canada, gave a
presentation outlining current issues with respect to climate change and the
Kyoto protocol. He summarized the existing Federal program, how it aligned with
national and global trends and what municipalities can do to assist. He recognized
Markham’s many programs that help to reduce emissions as well as promoting
environmental awareness.

WATER QUALITY QUARTERLY REPORT FOR 2004 (5.3) Weblink
The
Committee queried the operation of the water fountain on Main Street. Staff
advised that the fountain was inoperative as it is difficult to ensure the
water quality. It was noted that only licensed operators could perform dead-end
flushing within the water supply network.
The
Committee was concerned with the decision-making process for shutting down
water fountains in the Town. Staff agreed to report back on the matter.
The
Committee noted that staff is producing quarterly water quality reports even
though provincial legislation requires only one annual assessment. It was
suggested that, for the benefit of the residents, quarterly reports should be
produced in a more user-friendly way, and that the annual report be produced in
accordance with provincial legislation.

the Second Water Quality Quarterly Report be received;
And
that quarterly reports be produced in a less technical, user-friendly way so as
to facilitate public awareness on water quality in Markham;
And that staff continue to produce an annual
water quality report in accordance with provincial legislation.

13. NORWAY
MAPLE REPORT (5.7) Weblink
Staff
provided an update on the Norway Maples in the Town. It was suggested that some
trees may be under stress but that a more accurate assessment, including budget
requirements, will be possible following the pruning program.
It was
agreed that using summer students for support is an option and that information
about tree planting and care will be added to the website. Staff also noted
that under-story planting of new trees on boulevards is difficult due to a lack
of space.
The
Committee thanked staff for their efforts in saving some trees.

the staff report entitled “Norway Maple Report”, dated September 13, 2004, be
received;
And
that staff continue to prune, remove, replace and/or fertilize Norway Maple
boulevard trees as required within the approved 2004 Capital Budget;
And
that staff report back to Council in the fall of 2004 to provide specific
numbers of Norway Maples pruned, removed, replaced and/or fertilized in 2004,
as well as anticipated funding necessary to support a similar program in 2005,
if required.

THEATRE EXPANSION
FEASIBILITY STUDY (6.2) Weblink
There
was considerable discussion surrounding the Markham Theatre expansion. There
were various suggestions relating to possible sites for satellite theatres and
the value of relocating the existing theatre to a new site. Staff advised that
funding is currently unavailable for the expansion but they will report back if
any grants become available.

that consideration of the Markham Theatre Expansion be deferred for a period of
five years with the understanding that it is re-assessed annually;

FIRE SERVICE RESPONSE TIMES (7.15)
There
was some discussion regarding fire service response times. Staff advised that
there are a myriad of factors that can delay deployment such as traffic,
weather conditions and roadways. The employment of new technologies like a
Global Positioning System (GPS) based receiver and dispatch program will assist
in decreasing response times. Staff noted that a forthcoming report will
outline fire service requirements for the next ten (10) years.

There was discussion surrounding the possibility of the Town of Markham
enacting a Pesticide By-law similar to the one recently enacted by the City of
Toronto. Staff agreed to examine the matter at a future meeting of the
