The Transportation Committee convened at the hour of 1:05 p.m. with Councillor K. Usman in the Chair.

1.         MARKHAM BY-PASS CORRIDOR HWY 407/HWY 401 (5.10)

 

There was a brief presentation outlining the development project in the Markham By-pass Corridor. The Committee was advised that Terms of Reference for the project had been submitted on April 16, 2004, and that there would be a thirty (30) day period for review and comments. York Region is seeking an endorsement of the Terms of Reference by the Town of Markham before the deadline for comments of May 21, 2004.

 

It was stated that once the Environmental Assessment process begins, a number of Public Consultation Centres will be held and the Town of Markham will be invited to provide detailed comments.

That the presentation by York Region regarding the Markham By-pass Corridor, Highway 407/Highway 401, be received;

 

And that staff provide York Region with a written endorsement of the Terms of Reference for the Markham By-pass Corridor project on or before May 21 2004;

 

And that a copy of the letter of endorsement be included as a communication item for Transportation Committee.

2.         WALFORD ROAD AND CLAIRCREST ROAD (INTERSECTION 1)
            STOP CONTROL RELOCATION (5.12.3)  Weblink    1    2

Seconded by Councillor S. Daurio

 

That Schedule 12 of By-law 106-71, Traffic By-law, for compulsory stops be amended to include Walford Road and Claircrest Road at the east leg in reference to Intersection 1, and that the attached by-law be approved;

 

And that Schedule 12 of By-law 106-71, Traffic By-law, for compulsory stops be amended to delete reference to Walford Road and Claircrest Road at the north leg in reference to Intersection 1, and that the attached by-law be approved;

 

And that the Operations and Asset Management Department be directed to install and remove the appropriate signs at Walford Road and Claircrest Road in reference to Intersection 1, upon approval of the attached by-law;

 

And that the York Regional Police Department be requested to enforce the compulsory stop upon installation of the sign.

3.         HIGHWAY 7 RAPID TRANSIT ALIGNMENT (5.14)   Weblink   1

 

Mr. A. Brown, Director, Engineering, gave a brief outline of the selection process for the preferred alignment for Highway 7 Rapid Transit. There was some discussion of outstanding issues relating to the involvement of IBM.

That the report dated April 26, 2004 entitled “Highway 7 Rapid Transit Alignment” be received;

 

That the preferred alignment of the Highway 7 rapid transit project (Alternative C3 and C3-4 – Highway 7, Town Centre Boulevard, Civic Mall Corridor, Helen Avenue, Kennedy Road) as identified in Regional Report, dated September 8, 2003 (Attachment 1 and 2, attached to the original Council minutes kept on file in the Clerk’s Department), be endorsed by Council;

 

And that crossing of Highway 404 be finalized in consultation with the Town of Markham and the Town of Richmond Hill;

 

And that staff continue to work with YRTP, the Region of York and area landowners to finalize details with respect to property implications, road cross-sections, station locations and streetscape;

 

And that staff report back on the details of the Environmental Assessment Study for endorsement and final conditions by Council once it is formally submitted for review to the Ministry of Environment, expected in Fall of 2004;

 

And that Mary-Frances Turner, Executive Co-ordinator of YRTP and Kees Schipper, Commissioner of Transportation and Works for the Region of York be advised of Council’s decision.

4.         YRTP QUICK START PROGRAMME (5.14)   Weblink

 

Discussion of this matter took place in conjunction with the presentation entitled “Quick Start Update”, Item #5 of the minutes of Transportation Committee held on April 26, 2004.

That the report dated April 26, 2004 entitled “YRTP Quick Start Programme” be received;

 

And that the proposed routes and stops as identified by YRTP be endorsed by Council subject to the following conditions:

 

§         Heritage style shelters as approved by Town staff be constructed in Heritage areas;

§         Signal timing changes for transit signal priority at local road intersections be developed in consultation with Town staff to ensure minimal impact to residents;

§         Modifications to Town of Markham roads to accommodate the Quick Start Programme be subject to Town staff approval;

§         YRTP advise adjacent property owners prior to proceeding with construction;

§         Town staff continues to work with YRTP to finalize details for the launch of the Quick Start Programme expected in the Fall of 2005;

 

And that Mary-Frances Turner, Executive Co-ordinator of YRTP and Kees Schipper, Commissioner of Transportation and Works of the Region of York be advised accordingly.

5.         QUICK START UPDATE (5.14)

 

Ms. M. Turner, Senior Officer, York Region Rapid Transit Corporation gave a brief update on the location of Quick Start transit stops within the Town of Markham.

 

It was stated that Butternut Lane, within the grounds of Markham Stouffville Hospital, will be closed for a period of time due to a construction project. Butternut Lane was to be used as a turn-around point for the rapid transit vehicles, but alternative locations are now being assessed for Quick Start, possibly lands to the north of Church Street. Butternut Lane should be available by the time the Full System is implemented. Staff stated that representatives from the Hospital would be invited to Development Services Committee to discuss their Master Plan and the impact this will have on Butternut Lane and transit routings.

 

There was some discussion surrounding the design of the transit stops. The Committee was advised that Heritage Markham had provided input on the designs to be used in the Thornhill area. Ms. Turner also agreed to receive input on the subject from the Main Street Markham Committee. It was stated that all other stops will have a uniform design, incorporating GO and York Rapid Transit branding where necessary, as well as ticket machines, route maps, and real time service information. Solar power will not be incorporated into Quick Start stops but it is being examined for use within the Full System.

 

The Region indicated that the lack of sidewalks along parts of Highway 7 would need to be addressed since sidewalks will be needed in the areas where the Quick Start transit stops are to be located. The Region agreed to report back with their requirements.

 

It was suggested that the availability of parking spaces close to Quick Start transit stops should be examined. Staff stated that York Rapid transit would be invited to discuss this matter at a future Committee meeting as part of the Full System Environmental Assessment.

That the letter from York Region, dated March 26, 2004, responding to a request by the Town of Markham that York Region cost-share road improvements at the 16th Avenue and Markham Road/Highway 48 intersection as recommended by the Main Street Markham Streetscape and Traffic Management Study, be received and referred to staff, and to the Main Street Markham Committee.

 

 

9.         DURHAM REGION
URBAN TRANSPORTATION SHOWCASE PROGRAM
”SMART COMMUTE INITIATIVE” (5.12)

That the letter from Durham Region, dated March 25, 2004, providing information relating to a recent announcement by the Federal Minister of Transportation to provide partnership funding to municipalities in the Greater Toronto Area and the City of Hamilton for a proposed “Smart Commute Initiative”, be received.
