SUBJECT:

Walford Road and Claircrest Road (Intersection 1) - Stop Control Relocation

 

 

 


 

 

RECOMMENDATION:

 

THAT Schedule 12 of By-law 106-71 for compulsory stops be amended to include Walford Road and Claircrest Road at the east leg in reference to Intersection 1 and that the attached by-law be approved;

 

AND THAT Schedule 12 of By-law 106-71 for compulsory stops be amended to delete reference to Walford Road and Claircrest Road at the north leg in reference to Intersection 1 and that the attached by-law be approved;

 

AND THAT the Operations and Asset Management Department be directed to install and remove the appropriate signs at Walford Road and Claircrest Road in reference to Intersection 1, upon approval of the attached by-law.

                       

AND THAT the York Regional Police Department be requested to enforce the compulsory stop upon installation of the sign.

 

 

PURPOSE:

This report recommends a compulsory stop control relocation from the north to the east leg of Walford Road and Claircrest Road  in reference to Intersection 1.

 

 

BACKGROUND:

To date, the undeveloped property to the south of Claircrest Road made the existing traffic operations suitable for a north leg stop control at Intersection 1. This was to establish right-of-way for the “major” road (Claricrest Road) and stop control for the “minor” road (Walford Road).

 

 

 

 

 

 

DISCUSSION:

With the Walford Road extension into the new development, Claircrest Road will now be consider the “minor” road since it will experience less vehicular volume. As a result, the existing north leg stop control at Intersection 1 will be relocated to the east leg of the concerned intersection.

 

By providing this stop control relocation, the higher volumes on Walford Road can efficiently move through Intersection 1 since it has been assigned the right of way. The lower volumes on Claircrest Road will now be required to stop to provide right-of-way to motorists on Walford Road.

 

Since the right-of-way is being reassigned through the elimination of an existing Stop sign control on the previously uncontrolled roadway, an “introductory period” will be implemented to safely carry out the transition.

 

The introductory period will include temporary warning signs at the concerned intersection. Specifically, a temporary star burst NEW sign and a temporary CROSS TRAFFIC DOES NOT STOP sign will be installed on Claircrest Road.  Following 30 days of the installation date, these warnings will be removed.

 

 

 

FINANCIAL CONSIDERATIONS:

 

The cost of labour and materials to implement these measures are accounted for in the Operations and Asset Management Department 2004 budget.

 

 

BUSINESS UNITS CONSULTED AND AFFECTED:

 

Subject to Council’s approval the Operations and Asset Management Department will install the proposed stop control at Walford Road and Claircrest Road (intersection 1).
