Report
On April 5, 2017, the Development Services Public meeting considering
this matter was recessed to this date.
The Public Meeting this date was to
consider an application submitted by 605918 Ontario Ltd. for Draft Plan of
Subdivision 19TM-16009 and Official Plan Amendment for 8651 9th Line
in Cornell Centre (SU/OP 16 117108).
The Committee Clerk advised that 217 notices were mailed on March 16, 2017,
and a Public Meeting sign was posted on March 15, 2017, and further e-mail
notification was sent on April 6, 2017. The
Committee raised the issue of Notice for this meeting, and was satisfied that,
in addition to the notice provided, the Ward Councillor is willing to hold
another Community Meeting subsequent to this meeting. Seven written submissions
were received regarding this proposal.
Staff gave a presentation regarding the proposal, the location,
surrounding uses and outstanding issues. Staff reviewed the purpose of the
proposal and the process to date, and advised that the Cornell Secondary Plan
is currently being updated.
Rick Merrill of The Planning Partnership, representing the applicant,
made a presentation to provide additional details and display concept block
site plans and built form massing plans. Mr. Merrill discussed the Block Plan,
road network, parkland, and connection to the hospital, and advised that the
plan is in keeping with the general intent of the Secondary Plan update. The
upper limit of proposed units is approximately 1200. Niomie Massey, also
representing the applicant, was in attendance to answer any questions, and
explained the immediate need to facilitate the installation of underground
services prior to advancing the plan.
Norm Pemberton, Sherwood Amber Glen Ratepayers, spoke of the potential
impacts of the increased traffic on Ninth Line and resulting infiltration into
existing neighbourhoods. Mr. Pemberton discussed the New Urbanism of Cornell,
and suggested the high-rise development is not compatible with the existing
single-family neighbourhoods.
Eira Keay, area resident, had questions regarding density and
ingress/egress issues, and spoke of potential problems from traffic congestion
and infiltration. A written copy was provided.
The Committee acknowledged that traffic and other issues have to be
resolved, and that more public consultation meetings will be held. Building
heights, transit improvements, and Secondary Plan issues were also discussed.

to staff for a report and recommendation.
