2. YORK
REGIONAL POLICE UPDATE
SAFE STREETS (2.0)

Superintendent Wayne Kalinski, York Regional Police, was in attendance
and presented an update on safe street initiatives with statistics for 5
District and York Region:
● Traffic
and road safety objectives
● Provincial
Offence Notice Statistics – 2004 versus 2005
● Various
speed detection devices in use
● Fatal
collisions in 5 District and possible causes – speed is a contributing factor
● Fatal
collision locations in the Town of Markham
in 2005
● History
and statistics for Roadwatch – a very successful imitative
● The
2005 Traffic Safety Committee
● R.I.D.E.
statistics – program operates year round
● Safe
Streets, Nice Neighbourhoods initiative – 1106 actions resulting from citizen
complaints
In response to a query from committee, Superintendent
Kalinski agreed to provide a percentage breakdown of statistics on Regional
roads versus local roads.
Discussion took place regarding the low number of
fatal accidents in Markham,
the criteria and process used to determine adequate Police coverage for traffic
duty, the process for accident investigation – personal injury versus minor
accident, confirmation that community safety zones have been successful, and
the Police concern for persons driving without licenses or insurance.
Superintendent Kalinski encouraged the Town of Markham
to continue working with the Police in making a safer community.

That the presentation by Superintendent Wayne Kalinski, York Regional
Police, regarding safe streets, be received;
And that appreciation be extended to District 5 for the support given
to the community of Markham
and to the leadership of Superintendent Kalinski, personally, for making the
streets safer.

3. CITY OF TORONTO/TOWN OF MARKHAM
JOINT COMMITTEE (13.5)
Mayor D. Cousens advised of the need for a Town of Markham
committee to be established to regularly meet with City of Toronto
Councillors on an informal basis to foster an
understanding of the issues and difficulties being faced by municipalities north
of Steeles Avenue,
particularly the Town of Markham. This committee would report to Council on its
progress. Mayor Cousens suggested he
would determine membership of the committee and Chair it in the beginning. It was noted that such a committee has also been
considered by both the Region of York and the City of Vaughan.
It was agreed that all Ward Councillors whose jurisdictions border the
City of Toronto would
be interested in being members of this committee in addition to some Regional
Councillors.

Toronto/Town of Markham Joint Committee be received;
And that a joint committee be established, the composition and appointments

4. REPLACEMENT
OF A REGIONAL SEWER LINE
IN MILNE PARK TO BE CONNECTED
TO
YORK DURHAM SEWER SYSTEM-
EXEMPTION
FROM NOISE CONTROL BY-LAW 2003-137

On February 6, 2006, General Committee referred consideration of a
possible application from the Region of York for exemption from the Town's
Noise Control By-law No 2003-137 to the meeting this date.
Both staff and Councillors agreed this project must be finished on
schedule and this possible exemption to the Town's Noise Control By-law could
facilitate completion.

Whereas the Region of York is
currently replacing a Regional sewer under the Milne Pond;
And whereas the Ministry of
National Resources requires such work be completed by March 31, 2006;
And whereas the Region of York
has requested approval to work if necessary Sunday’s from 0800 to 1700 to meet
the project deadline.
And that an exemption to the
Town of Markham's Noise By-law #2003-137
be approved to permit the Region of York and its contractor to work 0800 to
1700 hours Sunday from February 19, 2006 to March 26, 2006 for sewer
construction;
And that the above exemption
be subject to the Region and its consultant advising abutting residents on Riverview Avenue and Willowgate Drive.

Committee had before it the memorandum dated February 14, 2006 from the
Commissioner of Development Services and the Director of Planning
and Urban Design. The memo outlines
solutions to previous concerns regarding the rezoning application by Behram and
Anahita Faroogh (Radiant Way Montessori) to permit a Montessori pre-school at 9718
McCowan Road.
The Commissioner of Development Services noted the Toronto
and Region Conservation Authority is in agreement with the Town of Markham
regarding conveyance of the buffer lands in the future if and when the subject
site is redeveloped. The valley lands
will be conveyed to the Town now. A
fence will be constructed and the buffer will become naturalized as part of the
terms of the agreement.

That the letter from the Toronto and Region
Conservation Authority (TRCA), dated February 7, 2006 revising its former
conditions of approval for this application to read as below, be received:
i) The lands within the Regional Storm Flood Plain, plus a ten
(10) metre buffer, be rezoned within a Floor or Hazard Land Zoning Category.
ii) The lands within the Regional Storm
Flood Plain be dedicated into public ownership.
iii) The applicants delineate the buffer
lands from the remainder of the subject property to TRCA's satisfaction, and
iv) A clause is included in the site plan
agreement stipulating that the buffer lands be conveyed in the future if and
when the subject site is redeveloped;
And that the attached by-law to permit a Montessori pre-school at 9718
McCowan Road be enacted.
