INDIGENOUS LAND ACKNOWLEDGEMENT

We begin today by acknowledging the traditional territories of Indigenous peoples and their commitment to stewardship of the land. We acknowledge the communities in circle. The North, West, South and Eastern directions, and Haudenosaunee, Huron- Wendat, Anishnabeg, Seneca, Chippewa, and the Mississaugas of the Credit peoples. We share the responsibility with the caretakers of this land to ensure the dish is never empty and to restore relationships that are based on peace, friendship, and trust. We are committed to reconciliation, partnership and enhanced understanding.

The Special General Committee meeting convened at 10:39 AM with Councillor Keith Irish presiding as Chair.

Regional Councillor Joe Li was present at the beginning of the meeting and left the meeting at 10:55 AM.  Councillor Amanda Collucci arrived at 11:05 AM.

There were none disclosed.

There were no communications.

Trinela Cane, Commissioner, Corporate Services, provided opening remarks and indicated that this workshop is an opportunity to obtain feedback from Councillors and the City's subject matter experts to review current issues and to develop a robust bylaw strategy.  She also indicated that the City retained Juanita Gledhill, of the MCC Group, to facilitate the session to focus on the issues and develop outcomes. Ms. Cane and Chris Bullen, Manager, Bylaw Services, presented a brief overview of the City's Bylaw and Regulatory Services, their functions, key themes, accomplishments and current priorities to provide context in relation to the session's discussions and that one objective is to take a more proactive approach to the administration of bylaw services.  Ms. Cane and Mr. Bullen thanked Members of Council and staff for their input and ongoing support.

Ms. Gledhill, addressed the Committee and staff and thanked attendees for investing their time and interest in local government.  She outlined the workshop process and that there will be seven concurrent discussion tables to address specific topics through a macro lens to gather input on where to see proactive enforcement or compliance driven enforcement to achieve a safe community and keep Markham beautiful.  Additionally, Members of Council were asked to note and rank their top 3 priorities.

Attendees were assigned to their starting discussion table and rotated after a timed discussion until all seven stations were completed.  The feedback obtained will be used to identify priorities and to assist in the development of the future Bylaw Services Strategy.
