INDIGENOUS LAND ACKNOWLEDGEMENT

We begin today by acknowledging the traditional territories of Indigenous peoples and their commitment to stewardship of the land. We acknowledge the communities in circle. The North, West, South and Eastern directions, and Haudenosaunee, Huron- Wendat, Anishnabeg, Seneca, Chippewa, and the Mississaugas of the Credit peoples. We share the responsibility with the caretakers of this land to ensure the dish is never empty and to restore relationships that are based on peace, friendship, and trust. We are committed to reconciliation, partnership and enhanced understanding.

    1. That the April 4, 2023, report titled “Request for Demolition – Addition to Toronto Ladies Golf Clubhouse, 7859 Yonge Street, Thornhill Heritage Conservation District”, be received; and,
    2. That Council supports the proposed demolition of the existing non-heritage addition to the Toronto Ladies Golf Clubhouse; and further,
    3. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

    2. That Council supports the proposed demolition of the Commercial Building at 147A Main Street, as per Section 42 of the Ontario Heritage Act; and further, 
    3. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

    1. That the April 4, 2023, report titled, “Recommendation Report - Notice of Intention to Demolish – Property Listed on the Markham Heritage Register – Single-Detached Dwelling and Accessory Buildings, 10508 Warden Avenue, Ward 2,” be received; and,
    2. That the recommendation from the Heritage Markham Committee on March 8, 2023 to not object to the proposed demolition subject to the advertising of the existing buildings for relocation or salvage by others (in accordance with Appendix ‘E’ of this report), be received as information; and,
    3. That Council supports the proposed demolition of the existing single-detached dwelling and accessory buildings at 10508 Warden Avenue subject to the owner advertising of the availability of the buildings for relocation or salvage by others; and further,
    4. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

Giulio Cescato, Director, Planning & Urban Design, introduced this item, advising that this application was before the Heritage Markham Committee in November of 2022. Mr. Cescato advised that Staff are recommending that the property not be designated under Part IV of the Ontario Heritage Act and introduced Regan Hutcheson, Manager, Heritage Planning, advising that he was available for questions.

Valerie Burke, Deputant, expressed opposition to the Staff recommendation and support for the designation of 26 Langstaff Road. Ms. Burke also suggested that the City request that the Province undertake further protection and maintenance to prevent further degradation of the building.

Barry Nelson, Deputant, representing the Thornhill Historical Society, expressed opposition to Staff recommendation and support for the designation of 26 Langstaff Road. Mr. Nelson provided some historical background of the area and subject property and expressed that cultural assets can foster social stability for current and future residents.

The Committee amended the recommendation to support designation of 26 Langstaff Road.

    1. That the April 4, 2023, report titled, “Recommendation Report - Proposed Designation under the Ontario Heritage, 26 Langstaff Road East, Ward 1,”, be received; and,
    2. That the recommendation from the Heritage Markham Committee on November 9, 2022 in support of designation under Part IV of the Ontario Heritage Act (in accordance with Appendix ‘E’ of this report), be received as information; and,
    3. That the deputations made by Valerie Burke and Barry Nelson at the April 4th Development Services Committee be received; and,
    4. That the written correspondence from Valerie Burke and Diane Berwick be received; and, 
    5. That Council does consider 26 Langstaff Road East to be a significant cultural heritage resource worthy of designation under Part IV of the Ontario Heritage Act; and further,
    6. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

The Committee inquired as to the Development Charges on approved applications and asked if there could be a condition enacted upon approval requiring the payment of full Development Charges. The Committee also for clarification on what takes effect on July 1st related to Bill 109. Arvin Prasad, Commissioner, Development Services, advised that a condition would not supersede current legislation.  Mr. Prasad further confirmed that the timeframes set out in Bill 109 would take effect on July 1, 2023, which is the final element in the suite of new legislation.

The Committee suggested exploring the incorporation of private roads in new development applications, as this would offset the loss of Development Charges to the City, as a condominium corporation or property management company would be responsible for maintenance costs. Giulio Cescato, Director, Planning & Urban Design, noted the drawbacks with private roads within subdivisions as there may be a loss of community and public space and the maintenance of infrastructure could be impacted. 

The Committee requested to review Development Services Committee agendas for the month of June to ensure that the meetings are balanced ahead of summer recess. Commissioner Prasad confirmed that the agendas are being actively managed to ensure load balancing.
