BEAUTIFICATION COMMITTEE
Composition
The
Beautification Committee shall be comprised of Five (5) Volunteer Members and
Two (2) Members of Council.
Mandate
The
specific duties of the Beautification Committee shall include, but not be
limited to, the following:
- Investigating fencing issues
within Markham and examining potential solutions;
- Educating and promoting
gardening within Markham, including administering the
“Suzie Garden Awards”;
- Providing leadership and
promoting a vision for “Communities in Bloom”;
- Promoting the Adopt-a-Park
program.
Sub-Committees
- Sub-committees may be created
to assist and/or advise the Beautification Committee;
- The Beautification Committee
may appoint, at the request of the Chair of the Sub-committee, additional
members to sit on the Sub-committee. These representatives will be
regarded as non-voting members.
BUILDING AND PARKS CONSTRUCTION COMMITTEE
Composition
The
Building and Parks Construction Committee shall be chaired by J. Livey, Chief
Administrative Officer, and be comprised of the Chair of the Community Services
and Environment Committee, and Ward Councillors.
Mandate
The
specific duties of the Building and Parks Construction Committee shall include,
but not be limited to, the following:
- Directing the Angus Glen
Community Centre and Library project in terms of services to be provided,
expenditure of funds and schedule of development, and to receive
recommendations from the Staff Technical Advisory Committee;
- Reviewing long term priorities
at the Markham Civic Centre;
- Overseeing the corporate
elements of the Markham Community Library, and the Thornhill Community
Centre, expansion projects
- Reviewing and monitoring the
construction of new buildings and new parks;
Sub-Committees
- Sub-committees may be created
to assist and/or advise the Building and Parks Construction Committee;
- The Building and Parks
Construction Committee may appoint, at the request of the Chair of the
Sub-committee, additional members to sit on the Sub-committee. These
representatives will be regarded as non-voting members.
COMMUNITY ISSUES COMMITTEE
Composition
The
Community Issues Committee shall be comprised of Five (5) Volunteer Members and
Two (2) Members of Council.
Mandate
The
specific duties of the Community Issues Committee shall include, but not be
limited to, the following:
- Examining the creation, and
potential issues, of dog leash-free areas;
- Selecting a Senior to receive
of the Mayor’s Senior Award;
- Implementing a volunteer group
to work in conjunction with the By-law Enforcement & Licensing
Division to remove illegal postering signage.
Sub-Committees
- Sub-committees may be created
to assist and/or advise the Community Issues Committee;
- The Community Issues Committee
may appoint, at the request of the Chair of the Sub-committee, additional
members to sit on the Sub-committee. These representatives will be
regarded as non-voting members.
ARTS AND CULTURE COMMITTEE
Composition
The Arts
and Culture Committee shall be comprised of Five (5) Volunteer Members and Two
(2) Members of Council.
Mandate
The
specific duties of the Arts and Culture Committee shall include, but not be
limited to, the following:
- Serving as an organizing group
in support of cultural exchanges between Markham and Noerdlingen;
- Advising Council on public art donations,
and assisting staff in reviewing public art proposals and developing a
public art plan;

- Sub-committees may be created
to assist and/or advise the Arts and Culture Committee;

Culture Committee may appoint, at the request of the Chair of the
Sub-committee, additional members to sit on the Sub-committee. These
representatives will be regarded as non-voting members.
ENVIRONMENTAL ISSUES COMMITTEE
Composition
The
Environmental Committee shall be comprised of Five (5) Volunteer Members and
Two (2) Members of Council.
Mandate
The
specific duties of the Environmental Committee shall include, but not be
limited to, the following:
- Recommending policy and long
and short term goals, and promoting Markham’s commitment to clean air;
- Administering the Environmental
Land Acquisition fund and making recommendations to the Finance &
Administrative Committee on land acquisition matters;
- Managing the Environmental
Sustainability Fund and providing recommendations to the Finance & Administrative
Committee on the approval of appropriate projects;
- Preparing plans for a Town-wide
three-stream collection including a public consultation process.
Sub-Committees
- Sub-committees may be created
to assist and/or advise the Environmental Committee;
- The Environmental Committee may
appoint, at the request of the Chair of the Sub-committee, additional
members to sit on the Sub-committee. These representatives will be
regarded as non-voting members.
KYOTO TASK FORCE
Composition
The Kyoto
Task Force shall be comprised of Five (5) Volunteer Members and Two (2) Members
of Council.
Mandate
Lead by
example. Formulate policy, identify short and long term objectives and promote
the Town of Markham’s: successes in improving local air quality;
commitment to achieving the objectives of the Kyoto Protocol, and; mitigation
of greenhouse gas emissions contributing to climate change.
The
specific duties of the Kyoto Task Force shall include, but not be limited to,
the following:

Promoting
energy and resource conservation and efficiency in all Town of Markham operations and activities;
§
Improving
local air quality by promoting multi-modal transportation including transit,
carpooling, hybrid vehicles, cycling, walking (since transportation is the #1
contributor to smog and greenhouse gas emissions); eliminating the use of
pesticides on Town property, and; championing new waste reduction technologies
(since methane gas from landfills is a significant contributor to greenhouse
gas emissions;
§
Research
and investigate how green technologies, including district energy, alternative
fuels, green buildings, green infrastructure and green roofs, can be
effectively implemented and incorporated into the Town’s operations and
activities;
§
Promoting
“carbon sinks” – natural areas in Markham that absorb CO2 –
including trees, terrestrial habitat, wetlands (reduce maintenance emissions,
pesticide use) and agricultural areas;
§
Improving
public understanding of climate change, the Kyoto protocol, energy and resource
conservation and every day solutions;
§
Developing
and promoting partnerships with business, residents, schools and interest
groups.
Sub-Committees

to assist and/or advise the Kyoto Task Force;
- The Kyoto Task Force may
appoint, at the request of the Chair of the Sub-committee, additional
members to sit on the Sub-committee. These representatives will be

MARKHAM CENTRE COMMITTEE
Composition
The Markham
Centre Committee shall be comprised of Six (6) Members of Council and Staff.
Mandate
The
specific duties of the Markham Centre Committee shall include, but not be
limited to, the following:
- Engaging the Markham Centre
business community in order to develop sustainable transportation demand
management programs and services within Markham;
- Monitoring the Markham Centre Study.

to assist and/or advise the Markham Centre Committee;
- The Markham Centre Committee
may appoint, at the request of the Chair of the Sub-committee, additional
members to sit on the Sub-committee. These representatives will be

MARKHAM SUB-COMMITTEE
Composition
The Markham
Sub-Committee shall be comprised of Four (4) Members of Council and Staff.
Mandate
The specific
duties of the Markham Sub-Committee shall include, but not be limited to, the
following:
- Monitoring and reviewing
planning and development issues specific to the Markham Village area;

- Sub-committees may be created
to assist and/or advise the Markham Sub-Committee;
- The Markham Sub-Committee may
appoint, at the request of the Chair of the Sub-committee, additional
members to sit on the Sub-committee. These representatives will be
regarded as non-voting members.
MILLIKEN MILLS SUB-COMMITTEE
Composition
The
Milliken Mills Sub-Committee shall be comprised of Four (4) Members of Council
and Staff.
Mandate
The
specific duties of the Milliken Mills Sub-Committee shall include, but not be
limited to, the following:
- Monitoring and reviewing
planning and development issues specific to the Milliken Mills area;

to assist and/or advise the Milliken Mills Sub-Committee;
- The Milliken Mills
Sub-Committee may appoint, at the request of the Chair of the
Sub-committee, additional members to sit on the Sub-committee. These

THORNHILL SUB-COMMITTEE
Composition
The
Thornhill Sub-Committee shall be comprised of Four (4) Members of Council and
Staff.
Mandate
The
specific duties of the Thornhill Sub-Committee shall include, but not be
limited to, the following:
- Monitoring and reviewing
planning and development issues specific to the Thornhill area;
- Developing a vision for
Thornhill Main Street that would make the Street a pleasant place to work,
to shop, to play and to live;
- Developing the vision through
public participation;
- Recommending to Council a plan
or series of plans and activities that would enable the vision to be
achieved;
- Developing a process of public
participation that encourages residents, business owners, land owners and
interested citizens to participate in activities on private, institutional
and public spaces to create the ambience envisioned by the vision;
- Recommending to Council improvements
to areas adjacent to Main Street that would supplement the
vision of the street;
- Actively seeking participation
of interested parties to make improvements in adjacent areas.
Sub-Committees
- Sub-committees may be created
to assist and/or advise the Thornhill Sub-Committee;
- The Thornhill Sub-Committee may
appoint, at the request of the Chair of the Sub-committee, additional
members to sit on the Sub-committee. These representatives will be

UNIONVILLE SUB-COMMITTEE
Composition
The
Unionville Sub-Committee shall be comprised of Four (4) Members of Council and
Staff.
Mandate
The
specific duties of the Unionville Sub-Committee shall include, but not be
limited to, the following:
- Monitoring and reviewing
planning and development issues specific to the Unionville area;
- Developing a vision for
Unionville Main Street that would make the Street a pleasant place to
work, to shop, to play and to live;
- Developing the vision through
public participation;
- Recommending to Council a plan
or series of plans and activities that would enable the vision to be
achieved;
- Developing a process of public
participation that encourages residents, business owners, land owners and

DIRECTORS
Composition
The Markham
Innovation Synergy Centre Board of Directors shall be comprised of Members from
the four funding entities – Town of Markham, York University, National Resource Centre, and
Royal Bank.
Mandate
The
specific duties of the Markham Innovation Synergy Centre Board of Directors
shall include, but not be limited to, the following:
- Providing frequent updates to
the Economic Development Committee on the activities and projects of the
Innovation Synergy Centre;
- Providing annual audit reports
to shareholders.
Sub-Committees
- Sub-committees may be created
to assist and/or advise the Markham Innovation Synergy Centre Board of
Directors;
- The Markham Innovation Synergy
Centre Board of Directors may appoint, at the request of the Chair of the
Sub-committee, additional members to sit on the Sub-committee. These

MARKHAM SMALL BUSINESS ENTERPRISE CENTRE COMMITTEE
Composition
The Markham
Small Business Enterprise Centre Committee shall be comprised of Five (5)
Volunteer Members and Two (2) Members of Council.
Mandate
The
specific duties of the Markham Small Business Enterprise Centre Committee shall
include, but not be limited to, the following:
- Providing updates to the
Economic Development Committee on the activities and projects of the
Markham Small Business Enterprise Centre.

to assist and/or advise the Markham Small Business Enterprise Centre
Committee;

RURAL MARKHAM LIAISON COMMITTEE
Composition
The Rural
Markham Liaison Committee shall be comprised of Three (3) Members of Council
and Staff.
Mandate
The
specific duties of the Rural Markham Liaison Committee shall include, but not
be limited to, the following:
The Committee will provide advice on such initiatives as:
- Signage and other
communications tools to raise awareness of countryside activities and
heritage features;
- Promotion of local agricultural
produce through “branding”;
- Community involvement in
countryside/agricultural initiatives;
- Events to celebrate Markham’s rich rural heritage;
- Regular roadside maintenance
including pickup of litter and tree maintenance;
- Strategies to reduce the
dumping of garbage in the areas;
- Traffic enforcement;
- Voluntary placement of
agricultural or conservation easements on private lands;
- Opportunities to participate in
initiatives such as the GTA Agriculture Action Plan.
Sub-Committees

to assist and/or advise the Rural Markham Liaison Committee;
- The Rural Markham Liaison
Committee may appoint, at the request of the Chair of the Sub-committee,
additional members to sit on the Sub-committee. These representatives will

CYCLING AND PEDESTRIAN
ADVISORY COMMITTEE
Composition
The Town of
Markham
Cycling and Pedestrian Advisory Committee shall be comprised of Five (5)
Volunteer Members and Two (2) Members of Council.
Mandate
The
specific duties of the Town of Markham Cycling and Pedestrian Advisory Committee
shall include, but not be limited to, the following:
- Advising staff of various
departments and Council on the design, development and delivery of cycling
and pedestrian policies, programs and facilities to promote and enhance
cycling and walking in Markham;
- Compiling research and
statistics on cycling and pedestrian issues;
- Working with local
neighbourhoods by collecting and distributing information related to
cycling and walking;
- Promoting an increased public
awareness of cycling and walking as environmentally friendly forms of
transportation;
- Assisting in fundraising opportunities;
- Discussing and resolving any
issues between cyclists and pedestrians;
- Assisting in the integration of
bicycle and pedestrian facilities into significant development proposals
as they arise.

Committee;

SAFE STREETS TASK FORCE
Composition
The Safe
Streets Task Force shall be comprised of Five (5) Volunteer Members and Two (2)
Members of Council.
Mandate
The
specific duties of the Safe Streets Task Force shall include, but not be
limited to, the following:
- Provide strategy development of
the future traffic control program;
- Identify program resource
requirements;
- Assist with public
consultation;
- Facilitate Safe Streets
kick-off.
Sub-Committees
- Sub-committees may be created
to assist and/or advise the Safe Streets Task Force;
- The Safe Streets Task Force may
appoint, at the request of the Chair of the Sub-committee, additional
members to sit on the Sub-committee. These representatives will be regarded

TRAFFIC MANAGEMENT ADVISORY
COMMITTEE
Composition
The Traffic
Management Advisory Committee shall be comprised of Five (5) Volunteer Members
and Two (2) Members of Council.
Mandate
The
specific duties of the Traffic Management Advisory Committee shall include, but
not be limited to, the following:
- Developing and implementing the
employee trip reduction program – S-M-A-R-T Movement
- Working with local businesses
to develop commuter solutions aiming to reduce single occupancy vehicle
travel.
Sub-Committees
- Sub-committees may be created
to assist and/or advise the Traffic Management Advisory Committee;
- The Traffic Management Advisory
Committee may appoint, at the request of the Chair of the Sub-committee,
additional members to sit on the Sub-committee. These representatives will
