1. That
ice allocation be completed by May 15 of each year, based on final registration
figures from the
concluding season.
Allocated
ice time for Minor Sports Groups will be booked as individual contracts at the
appropriate rates.
Allocated
ice times must be used by the user and by the designated category, i.e.: Minor, Adult, etc.
Time must not be
allocated as Minor and used otherwise.
Non-affiliated minor
and adult teams must book the facility through the Town of
Transfer or Sublet Prohibited:
No person, organization, association or Minor Sports Group shall transfer or sublet, or permit to be transferred or sublet, any ice allocation, or part thereof, for value or otherwise. If any person, organization, association or minor sports group transfers or sublets an ice allocation or any part thereof, or permits such transfer or sublet, their facility rental contract shall be terminated without notice and the Town shall refund the permit fee on a prorated basis.
If any person, organization, association or minor sports group fails to abide by any of the provisions of this policy or any of the terms and conditions of their facility rental contract, the Town may terminate the facility rental contract and refund the permit fee on a pro-rated basis.
The facility rental contract is not effective unless and until the
permit fee has been paid in full or post-dated cheques have been received.

NOTE:
All calculations are based on a 60-minute hour.
Ice
preparation time will be taken out of the allocated time for any group.

That all regular season ice (September-April) contracted by the organization is
the financial responsibility of the
user and that no ice shall be returned to
the Town, except as indicated by the Tournaments and
Competitive Games section of this policy.
4.
That any recognized minor representative organization be restricted to an ice
allotment related to a maximum of
18 teams subject to the availability.
5.
Up to 10% of the normal ice allotment determined under this policy shall be
designated to early morning non-
prime hours.
6.
That ice allocated for recognized Minor Sports Groups used by this policy be
contracted with the various
associations for those periods specified in
their May 15 allotment. Contracts should
include:
A)
Ice for tryouts
B) House League schedule to conclusion of
playoffs
C) Representative organization schedule to
conclusion of playoffs for individual teams
7. That ALL ice
contracted and invoiced at the Minor Group rate be used by at least one team
consisting of Town of
8. That this policy be reviewed annually, and if
warranted, any recommendation for adjustments in
the policy be submitted by May 15 to
Council for consideration.
9. That when a request is
received by a new association (one that is not established in a

Services and/or Council approval.
Any requests to initiate a new
organization/program must be submitted to the Town in writing for approval 18
months in advance of any ice being
approved.

That a Town-wide Ice Allocation Meeting, if required, be held in April of each
year.

That the annual allocation process be based on the following maximum percentages:

Note: These percentages are based on
the total ice available at all Town of

13.
That after ice allocation entitlements have been met for all organizations, if
ice time is still available it will be
offered to the organizations at the
Resident Rate.
ICE
RENTAL PROCEDURE
CONDITIONS:
PRIME TIME:
All
hours between 4:00 p.m. and 12:00 midnight Monday to Friday and all hours
between 7:00 a.m. and 12:00 midnight Saturday and Sunday, plus all hours used
on Statutory Holidays.
Available
ice time between
MINOR USE GROUPS:
Those
recognized groups operated by volunteers for organized activities for
youngsters; i.e. Minor Hockey
Associations,
Figure Skating Clubs, Ringette Associations, etc., who are residents of the
Town.
Minor
use group rates shall apply only to ice between September 1 and April 15 of
each season, applicable only to hours booked by recognized representatives of
the Association and invoiced directly to that Association.
RESIDENTS:
Those
persons who pay residential taxes to the Corporation of the Town of
COMMERCIAL:
Those
persons, groups, associations, corporations, etc., who do not meet the criteria
established for Resident or Minor use, wishing to rent ice for recreation
purposes.
COMPETITIVE - (NON-PRIME):
Games
or organized activities, or qualified individuals practising for Dominion
Championships or recognized international competitions where an individual is
representing the Town or a recognized association or club within the Town.

150 children on any one excursion.
Note: The number of time slots allotted to any
particular school will be limited by the demand for daytime ice.
HIGH SCHOOLS:
If
located in the Town of
TOURNAMENTS AND COMPETITIVE
GAMES:
Requests
for tournaments or special events must be made to the Arena Co-ordinator prior
to the Ice Allocation Meeting.
Minor
Groups will pay the prime time rates for all ice time used for the event,
except on Statutory Holidays where there will be an additional $45.00/hour
charge to cover staffing.
TOURNAMENTS
- All hockey tournaments or skating events NOT recognized under the Minor Group
or Resident clause will be charged the Commercial Rate.
Contracts
must be signed and returned along with the deposit, no later than thirty (30)
days prior to the event.
In
the event of cancellations, the lessee shall pay 50% of the returned ice cost
if cancelled less than thirty (30) days prior to the event unless the ice is
re-rented.
STATUTORY HOLIDAYS:
All
scheduled users on Statutory Holidays where staff are paid holiday rates are
subject to $45.00/hour additional charge.
COMPETITORS:
Those

INDIVIDUAL SKATERS:
Non Exclusive
Individual
skaters (excluding teaching Pro) will pay a portion of the regular Minor use
rate either by purchasing a ticket or through the skating club during those
hours specifically set aside for such use.
Exclusive
This
is where an individual or individuals wish to exclude any other person
(available during non-prime time only).
