2004-2005 Ice Allocation Report

 

 

 


 

RECOMMENDATION:

That the report entitled “2004-2005 Ice Allocation Report” be received;

 

And that Council approve the ice allocation schedules (Appendix A) for the 2004-2005 ice season;

 

And that Council approve the revised Ice Allocation Policy (Appendix B - note changes have been highlighted);

 

And further that Council receive the Special Events List (Appendix C) for the 2004-2005 ice season.

 

PURPOSE:

The purpose of this report is to establish the ice allocation for the 2004-2005 ice season, to further revise the Ice Allocation Policy in accordance with its annual review, and to further revise the Special Events listing for the upcoming season.

 

EXECUTIVE SUMMARY:

Every organization has been allocated its full entitlement of prime ice time for the upcoming ice season.  The only exceptions are those organizations that chose not to take their full allocation.  Allocation of ice has been made in the community that each organization serves.

 

The Special Events List has been confirmed for the upcoming ice season.

 

BACKGROUND:

There are a total of 740 prime time hours to allocate to the organizations in the 2004-2005 ice season.  A request for 2004-2005 ice requirements was sent to each organization on February 13, 2004, requesting their regular season start and end dates, tournament and special event dates and their final registration lists.  Staff met individually with each organization to confirm their prime time ice requirements and to verify registration lists.  Based on registration information, calculations were completed to determine total hours using the ice allocation formulas (Appendix D).  In some cases, groups required additional ice to meet their full requirements.  These groups were given the opportunity to purchase additional ice time above and beyond their allocation entitlement, at the Resident Rate of $163.00 per hour.

 

Also based on the information received, a chart outlining the allocation of prime time ice, entitlement and allocation totals was prepared (Appendix E).  This exercise confirmed that 100% was achieved. 

 

Public skate sessions were reviewed and confirmed with no changes to the 2003-2004 commitments of 37 hours per week.  Days and times of the public skate sessions do not change from last year.  The learn to skate recreation program also remains the same as the previous year with a total of 48 hours allocated to the program. 

 

The revision to the Ice Allocation Policy (Appendix B) will improve the administration by mandating that individual contracts for ice times are to be used solely by the specific minor sports organization and are not to be transferred, traded, sold or otherwise used by any other individual and/or organization.  Any case where it is found that ice has been transferred will result in the immediate lose of that ice time for the current ice season and afterwards. 

 

Based on information provided by the organizations, the Special Events List (Appendix C) has been confirmed for the 2004-2005 ice season.
