2004 Outdoor Soccer Allocation Policy

 

 

 


 

 

RECOMMENDATION:

That the report titled “2004 Outdoor Soccer Allocation Policy” be received;

 

 

And that Council approve the proposed Outdoor Soccer Allocation Policy (Appendix A) for the 2004 outdoor soccer season.

 

 

PURPOSE:

The purpose of this report is to establish the outdoor soccer field allocation for the 2004 season

 

 

BACKGROUND:

The policy was developed based on input from youth soccer and is consistent with the existing ice allocation and indoor soccer allocation policy in allocating prime time hours to Markham residents and identifying Markham youth as the primary target market for field allocation.  Youth Soccer Associations have been allocated their full entitlement for the 2004 season.  These hours are subject to adjustment and revision based on summary of registration being received from each Youth Soccer Association.  In the future, the previous years registration plus a reasonable expectation for growth, will be used to calculate field allocation.

 

Staff will work with Soccer groups to review the allocation policy on an annual basis.

 

 

 

 

 

 

 

 

 

Sport Field User Group Meeting

A sport field user group meeting was held on Wednesday, April 7, 2004 to discuss the upcoming outdoor season.  The challenges and issues identified by meeting participants included;

 

 Whether there would be a credit on account for hydro charges billed during the 2003 “black out”.  User groups who were scheduled to play during the 2003 black out and had their games cancelled will receive a credit on their account.

 

§          On-line access to viewing of sport field bookings.  Staff will discuss the implications and how this can be done with our current software provider.

 

 A policy for non-use of permitted fields.  More than one adult group expressed the opinion that Youth Soccer is booking fields that are not being used.  This has negative implications for other groups who are denied access to prime time field use.  For the 2004 season staff will absorb resource time within the budget to conduct “spot audits” of field use.  A three-step process will be used in the event that there are permitted fields not being used during these audits.

 

Step One

o       The permitted group will be contacted and informed the field was unused and asked to explain why.  This will be documented and tracked.  The group will be informed that booking fields and not using them is unacceptable.

 

Step Two

o       If the same group is found to have permitted a field and it has not been used, the group will receive a written letter identifying that if a third audit reveals an unused booking, the permit for the field will be removed.

 

Step Three

o       If field is unused, remove permit.  User group will be informed that the permit has been removed.  Future permit requests will be subject to discretion of staff.

 

Staff reserves the option to remove a permit at any step during the process subject to discussions with the user group.

 

This process has been embedded in to the outdoor soccer sport field allocation policy [see page 5, item H(1)].

 

 

FINANCIAL CONSIDERATIONS:

There are no direct financial impacts for the 2004 operating budget.
