SUBJECT:

Award of Tender # 055-T-05 for the construction of the Centennial Community Centre Addition and Renovation.

RECOMMENDATION:

 

THAT the report entitled “Award of Tender # 055-T-05 for the construction of the Centennial Community Centre Addition and Renovation” be received;

 

AND THAT the Tender # 055-T-05 for the construction of the Centennial Community Centre Addition and Renovation be awarded to the lowest priced qualified bidder Canning General Construction Limited, in the total amount of $9,010,700 exclusive of GST;

                                                        

AND THAT award of construction of the north and west parking lots to Canning General Construction Limited, in the amount of $779,000 exclusive of GST, be deferred pending completion of the traffic operations & parking study and conclusion of discussions with GO Transit and York Region;

 

AND THAT a contingency of $645,000 exclusive of GST be established and that the Director of Operations and Asset Management Department or designate, be authorized to approve change orders up to the contingency amount with the provision that a monthly statement of these expenditures is forwarded to the Town Treasurer;

 

AND THAT the Centennial Community Centre Addition and Renovation project budget, in the total amount of $11,918,000, outlined on page 6 be approved;

 


 

AND THAT funding be provided from the following sources:

 

 

AND THAT the base $1,200,000 facility ramp-up for Cornell and East Community Centre & Library be pre-approved in the 2006 Operating Budget;

 

AND THAT should the parking lots, in the amount of $779,000, not be required to be constructed by the Town, the capital required for the Centennial project be adjusted and funds be returned to the Facility Ramp-up Reserve;

 

AND THAT awards for future components of the Centennial Community Centre Addition and Renovation project, such as furniture, fixtures & equipment, be made in accordance with the Purchasing By-Law 2004-341;

 

AND THAT staff report back to Council for approval and execution of an agreement with the Bocce Club on up-fronting funds and a total $400,000 repayment schedule for this project.

 

                                                                                                                                        

PURPOSE:

The purpose of this report is to obtain Council approval to award Tender # 055-T-05 for the construction of the Centennial Community Centre Addition and Renovation and to obtain Council approval to fully fund the project.

 

BACKGROUND:

On April 26, 2005, Council approved tendering the Centennial Community Centre Addition and Renovation as described in the report.  This approval included providing indoor bocce courts and presenting a cost for a green roof for the swimming pool roof to determine if it will be included in this tender. The associated report also indicated that the north parking lot is not included as part of the base tender pending a decision on GO Transit constructing a Parking Structure in this location.   

 

 


DISCUSSION:

 

1.1  The tender closed on June 15, 2005.

On this basis, contract documents were prepared and the project was tendered.  The tender was issued in accordance with the Purchasing By-Law 2004-341.  Staff and the architect have reviewed the bid documents and are satisfied that all terms, conditions, bid prices and specifications comply with the Town’s requirements.

1.2 The study to determine if the GO Transit parking structure is feasible will be completed by the end of June 2005. 

As discussed in the previous report regarding the tendering of this project, the Town of Markham in conjunction with GO Transit has been conducting the Centennial Community Centre Traffic Operations and Parking Study to explore the feasibility of constructing a 250 spaces parking structure on the Centennial Community Centre site. The traffic operations study is assessing the impacts the proposed community centre expansion and the additional on-site parking for the GO Station may have on the future operations of the existing and proposed driveways and of the surrounding area road network consisting of McCowan Road and Bullock Drive. The study is scheduled to be completed by end of June, 2005. Staff has initiated preliminary discussions with York Region on potential infrastructure improvement needs, and with GO Transit on potential cost sharing arrangements. Once the study is complete and discussions with York Region and GO Transit have been conducted, a report will be submitted to Council providing the improvements required to proceed with the parking structure and recommending if it is feasible to construct the structure.

 

On this basis, the recommended tender award price does not include the cost of the construction of the north and south west portion of the parking lot. A separate price items for the construction of these parking lots were included in the tender package. These items can be added to the contract up to six months after tender award.  The price bid for this work by the overall low bidder is $779,000 (excluding GST). This cost is included in the funds estimated for this project.

 

 

1.3 Installation of a green roof on the existing membrane on the swimming pool roof requires a third party opinion.

The previous report regarding the tender of this project also discussed including a green roof on the swimming pool roof. The report deferred the decision on whether to include the roof until the tender award.

 

The Environmental Issues Committee subsequently reviewed the proposed installation. They recommended proceeding with the installation including investigating the installation of a green roof on the entrance canopy. They also approved committing $62,500 from the 2005 and $62,500 from the 2006 Markham Environmental Sustainability Fund towards the installation.

 

In process of finalizing the design of the roof, an analysis of the existing roof was obtained  from Sarnafill (the manufacturer of the waterproofing membrane installed in 1995 on the pool’s roof) and by R. Kendall ( an independent roofing consultant) on the condition of the existing Sarnafill waterproofing membrane.

 

Sarnafill does not recommend that a green roof be installed over the existing membrane.

 

R. Kendall has found the existing Sarnafill membrane for the most part to be in good condition, recommending some repairs to the membrane’s perimeters. Following the completion of these repairs, he expects the service life of the existing membrane to be an additional 5-10 years. By then, the insulation underneath the membrane (placed in 1977), would also reach the end of its service life and require replacing. However, Mr. Kendall is not sufficiently knowledgeable about green roofs to comment on the suitability of the existing membrane for a green roof installation.  

 

Xero Flor (the green roof manufacturer) notes that it has installed green roofs over Sarnafill membranes in the past. However, they would not assume any liability for the performance of the underlying Sarnafill membrane following the installation of the green roof.

 

Prior to deciding to proceed with a green roof in this location an opinion of an independent third party expert is required to determine the most cost-effective method of installing a green roof in this location.  

 

For these reasons, it is recommended that the green roof on the Centennial Community Centre swimming pool roof not be included as part of this tender at this time. Staff will obtain an independent third party opinion on the most appropriate method for installation of a green roof in this location including a financial analysis of the options available. Furthermore, staff will also explore opportunities for supplementary funding from the recently announced Federal gas tax funds for environmentally sustainable municipal infrastructure.  The results of this review will be reported to the August 29, 2005 General Committee meeting.

 

The Environmental Issues Committee also requested investigating the installation of a green roof on the entrance canopy. As the cost of this installation is moderate, the green roof would be installed on the appropriate membrane and the installation would act as a pilot installation, it is recommended to proceed with the installation of the green roof on the canopy. The installation of this green roof will be funded by the allocated project funding.

 

1.4 Staff recommend awarding tender to the lowest priced qualified bidder

 

Based on the evaluation results, staff recommend that the Tender  # 055-T-05 for the construction of the Centennial Community Centre Addition and Renovation be awarded to the lowest priced qualified bidder Canning General Construction Limited, in the total amount of  $9,010,700 exclusive of GST;

 

Receipt of the signed award recommendation report will initiate the execution of a purchase order contract. The contractor will also enter into a CCDC 2 Stipulated Price Contract with the Town.

 

If Council awards the contract at it’s meeting of June 28, 2005, construction would start in early August 2005 and be scheduled for completion in the Spring of 2007. Phase 1 of the project that includes the new fitness centre will be completed for occupancy in the summer of 2006.

 

 

FINANCIAL CONSIDERATIONS:

The Centennial Community Centre Addition and Renovation project pre-construction tender cost estimates and final budget (based on construction tender pricing) is shown below:

 

 

 

 

 

 

 

The award for the construction portion (expansion, renovation, and indoor bocce courts) of Centennial Community Centre totals $9,010,700 excluding both GST and the parking lot improvements.  As explained in section 1.2 (on page 3), the construction of the parking lots, in the amount of $779,000 is being deferred at this time pending the completion of a traffic operations & parking study and conclusion of discussions with GO Transit and York Region on their own parking structure. 

 

A construction contingency in the amount of $645,300 excluding GST (which represents approximately 6.6% of tendered construction costs inclusive of the parking lots) will be established.  The Director of Operations and Asset Management Department or designate, will be authorized to approve change orders up to the contingency amount with the provision that a monthly statement of these expenditures is forwarded to the Town Treasurer.

 

Proposed funding for the $11,918,000 Centennial project is recommended as follows:

 

 

At the April 26, 2005 Council Meeting, Council approved including Indoor Bocce Courts as part of the Centennial Community Centre Expansion with $400,000 to be funded from the Bocce Club.  Town staff were requested to negotiate with the Bocce Club for up-front funds and will report back to Council once negotiations are complete.  It is recommended that the full cost of the Indoor Bocce Courts be funded from the Ramp-up reserve, at this time, with $400,000 to be repaid by the Bocce Club in a form and timeframe to be negotiated by Staff and approved by Council.

 

As previously communicated in a March 21, 2005 report to General Committee, the Town will be eligible for a $60,000 Canadian Building Incentive Program grant for the Energy Enhancements included in the Centennial project.  The grant will be used to replenish the up-fronted funds from Facility Ramp-up Reserve related to Energy Enhancements. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The projected Facility Ramp-up reserve balances for 2005 & 2006 are as follows:

 

 

* - $600K of the total $1,800K is based upon the assumption that the 2006 Operating Budget will include the continued ramp-up of Cornell Fire Station and the East C.C. & Library operating costs.

 

Based upon the projected Facility Ramp-up balances above, the Facility Ramp-up reserve can fund the balance of the Centennial project.

 

Should Go Transit/York Region decide to construct their own parking facility and the Town not require the $779,000 of funding set aside for the North and West parking sites, the cost estimate/capital funding will be adjusted and the $779,000 will be returned to the Facility Ramp-up reserve.

 

Awards for future components of the Centennial Community Centre Addition and Renovation project, such as furniture, fixtures & equipment, will be made in accordance with the Purchasing By-Law 2004-341.
