RECOMMENDATION:
THAT the report entitled “173-T-05 Angus Glen Community
Centre and Library (AGCC&L) Parking Lot Expansion” be received;
AND THAT tender 173-T-05 Angus Glen
Community Centre and Library (AGCC&L) Parking Lot Expansion be awarded to
the lowest priced bidder, Ashland Paving Ltd. in the amount of $226,588.79
exclusive of GST and inclusive of $15,000 contingency, the use of which will be
guided by the Expenditure Control Policy;
AND
THAT Council
pre-approve the 2006 Capital Budget project Angus Glen Parking Lot in the amount of $260,000.
AGCC&L was
opened to the public in October 2003. As
a result of the heavy use of the facility, it became evident that the existing
parking lot cannot accommodate the public during peak hours. This was discussed at the Building and Parks
Construction Committee. The Committee
agreed that it was necessary to proceed with this expansion. The CAO and Commissioners Committee (CCC)
approved proceeding with this project at its meeting of

on the lowest priced bidder, Ashland Paving have been conducted with
satisfactory results.
FINANCIAL CONSIDERATIONS
The preliminary
cost estimate for this project prepared by the engineering consultant was
$230,000 including construction costs, contingency and engineering. Of this amount, $22,400 has been committed
for engineering and $10,000 is required for geotechnical work. This leaves a balance of $197,600.
The lowest bid price for construction is
$211,588.79. A contingency allowance of $15,000 should be added to this amount
to allow for any unforeseen costs. Therefore, the total cost to award this
contract is $226,588.79, exclusive of GST.
Additional funding of $28,988.79
($226,588.79 - $197,600.00) is required to award this contract. Including the consulting costs, the estimated
cost of this project is $260,000 (rounded = $226,588.79 construction + $22,400
engineering + $10,000 geotechnical work).
The original 2006 capital submission for the AGCC&L parking lot was
$230,000. The additional funding of
$30,000 ($260,000 - $230,000) will be included as an update to the 2006 Capital
Requisition Form.
Pre-Budget approval is recommended so that
the contract may be awarded and construction started in 2005.
