SUBJECT: Rouge North Management Area/Greenbelt Official Plan Amendment

On October 11, 2005 Council deferred consideration of the Rouge North Management Area/Greenbelt Official Plan Amendment for two weeks to allow the Town the opportunity to meet with staff from the Ministry of Municipal Affairs and Housing to discuss their comments submitted on October 6, 2005.

A conference call meeting was convened by Town staff on October 14, 2005 with representatives from the Ministry of Municipal Affairs and Housing and the Region of York. A number of minor modifications were agreed to and have been incorporated into the revised draft Rouge North Management Area/Greenbelt Official Plan Amendment attached to this memo. At the request of the Rouge Park Alliance solicitor, Alan Heisey, staff have also agreed to support a minor wording change to policy 2.16.9e), which is also incorporated into the revised draft Official Plan Amendment.

The revised draft Rouge North Management Plan/Greenbelt Official Plan Amendment attached to this memo is recommended to replace Appendix ‘A’ of the joint Legal and Development Services Commission report to Council dated October 11, 2005 and be adopted.

The Ontario Municipal Board pre-hearing conference on this matter is scheduled for November 25, 2005.

RECOMMMEDATION

THAT Appendix ‘A’ to the October 11, 2005 Council report be replaced with the revised draft Rouge North Management Area/Greenbelt Official Plan Amendment, dated October 25, 2005.
