SUBJECT:

Civic Centre Sign for the Proposed Markham Centre YMCA Facility and Fundraising Campaign

 

 

 


 

RECOMMENDATION:

 

That approval be granted to the YMCA to install 1 ground sign on the Civic Centre property as identified in Appendix 3 at no cost to the Town;

 

And that the sign on the Civic Centre property be located on the north side of Highway #7 west of Warden Avenue;

 

And that the Mayor and the Clerk be authorized to execute an agreement with the YMCA for the installation of the sign on the Civic Centre property in a form satisfactory to the Town Solicitor.

 

 

PURPOSE:

 

To obtain Council approval for the installation of an 8’ wide x 16’ high Ground Sign at the Civic Centre for the proposed Markham Centre YMCA Facility and Fundraising Campaign.

 

 

BACKGROUND:

 

In order to announce the arrival of the proposed YMCA facility in Markham Centre and facilitate the fundraising campaign, the YMCA have proposed the installation of 4 - 8’ wide x 16’ high ground signs at various locations in the Town.  One of which is located on the Civic Centre grounds.

 

The Town’s Building Standards Department has advised that building permits are required for the 4 ground signs, as they must satisfy the Ontario Building Code.  The proposed signs at the Civic Centre and ORC lands are defined as Public Information Signs and exempt from the sign permit requirement.

 

The YMCA property sign and Ruland property sign are not defined as Public Information Signs and will require a sign permit.  In addition, the Ruland property sign will require a variance from Sign By-law # 2000-94.  YMCA will be required to apply for the Sign Variance, which will be subject of a further report to Council.

Sign #1 – A single Type ‘B’ sign (see Appendix 3) located on Ontario Realty Corporation property (to be transferred to YMCA) is a ground sign and is to be positioned facing east to capture Kennedy By-pass traffic exposure.

 

Sign #2 –  A single Type ‘A’ sign (see Appendix 2) located on Ontario Realty Corporation (ORC) property is considered a Public Information Sign to be positioned facing south to capture Highway 407 traffic exposure.

 

Sign #3 –  A double, ‘V’ configuration,  2 Type ‘B’ signs with an electronic board mounted above the signs (see Appendix 4) located on Ruland property.  The signs are to be positioned facing northwest and southwest to capture traffic exposure on Warden Avenue.

 

The content on the electronic board will be controlled by the YMCA and display the names of those who have contributed at least $1,000.00 to the YMCA Campaign

 

Sign #4 – A single Type ‘B’ sign (see Appendix 3) located on Civic Centre property is considered a Public Information Sign.  The sign will be positioned adjacent to Highway #7 in the vicinity of Warden Avenue facing a southeast direction to capture traffic exposure from Warden Avenue and Highway #7.

 

The YMCA has submitted applications for the necessary sign and building permits to the Building Standards Department.

 

The installation of a sign on the Civic Centre property requires an Agreement with the YMCA to address issues of responsibility for installation, sign maintenance, liability, and duration of the temporary sign.  This agreement will be prepared by the Legal Services Department.

 

 

FINANCIAL CONSIDERATIONS:

 

There are no costs to the Town associated with the sign installation.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

 

The Building Standards Department has been consulted on this proposal and will be involved in the sign and building permit approval process.
