Government Finance Officer's Association - Distinguished Budget Presentation Award

 

 

 


 

 

RECOMMENDATION:

 

THAT the report dated November 17, 2003 entitled “Government Finance Officer’s Association Distinguished Budget Presentation Award” be received.

 

PURPOSE:

 

This report is intended to inform Mayor and Members of Council that the Town of Markham has received the Government Finance Officer’s Association’s Distinguished Budget Presentation Award for the fiscal year beginning January 1, 2003.  

 

BACKGROUND:

 

The Government Finance Officer’s Association’s (GFOA) Distinguished Budget Presentation Awards Program, which was established in 1984, recognizes exemplary budget documentation by state, provincial and local governments, as well as public universities and colleges.  Entities participating in the program submit copies of their budgets for review.

 

The 2003 Budget document submitted by the Town of Markham’s Financial Planning Department was accompanied by a CD-ROM of the Town’s 2003 Budget Presentation.  This was the Town of Markham’s third submission for consideration by the GFOA.

 

In October 2003, Financial Planning was presented with the Distinguished Budget Presentation Award for the fiscal year beginning January 1, 2003. The Town has now received the award for the third year in succession.

 

The Award represents a significant achievement by the Town of Markham.  If reflects the commitment of Council and staff to meeting the highest principals of governmental budgeting.  In order to receive the award, the 2003 Budget document had to satisfy nationally recognized guidelines for effective budget presentation.  These guidelines are designed to assess how well an entity’s budget serves as:

 

 

The Town’s submission was rated proficient by a collection of three independent reviewers.  Furthermore, the document also met each of the 13 mandatory criteria.

 

Special thanks are extended to the Financial Planning and ITS staff that contributed to the success of the 2003 Budget document and CD-ROM. A formal presentation to the Mayor and Members of Council will be made at the November 25, 2003 Council Meeting.
