REFERENCE
INFORMATION TECHNOLOGY
SUB-COMMITTEE
The Chief Information Officer briefly reviewed the draft Terms of Reference of the Information Technology Sub-Committee. It was pointed out that under the section entitled "Membership", the letters "TBD" should be deleted.

That the Terms of Reference for the Information Technology Sub-Committee be endorsed.

2. PRESENTATION - ITS DEPARTMENT OVERVIEW
The Chief Information Officer explained the
Members were given a summary of the Department's key pressures, its 2003 accomplishments, and projects planned for the future. Committee suggested that the staff endeavour to explore emerging technologies in advance of need.

3. PRESENTATION
- INFORMATION TECHNOLOGY
STRATEGY
PLAN - IBM BUSINESS CONSULTING SERVICES
Members were reminded that in April of 2004, Council approved the engagement of IBM Business Consulting Services to develop an IT strategic plan for the Town.
The Chief Information Officer introduced Mr. David Milne, Mr. Rod Stableforth, and Mr. Greg Lowes of IBM Business Consulting Services, who were in attendance to present their proposed approach for the IT strategy plan. It was noted that this aggressive approach provides the foundation for ensuring that the IT plan will align with the Town's business plan, and the proposed six steps of the engagement methodology, to take place during the next nine weeks, were reviewed. IBM will schedule meetings/interviews with Members of Council and senior staff to assess service, capabilities and needs and to review deliverables.
Members discussed IBM's vast experience in the field of IT strategic planning and e-government deployment, and the organization's excellent reputation as a global technology leader. It was noted that there will be no recommendations for product selection in this plan, and it was suggested that the consultants highlight the qualifications of the IBM Business Consulting arm during the meetings with Council and staff.
Committee discussed various related matters, including: a request for presentations on the implications of e-government and standardization of the Web; the importance of education of the users; upcoming technology conferences: the "Global Summit on Digital Cities" in Cleveland, Ohio, July 30-31, 2004; and the Intelligent Community Conference in New York City, June 10-11, 2004; and the sharing of results with other municipalities.
