SUBJECT:

Donation of Fire Apparatus to Ecuador

 

 

 


 

 

RECOMMENDATION:

THAT the Town of Markham work with Safetek Emergency Vehicles which will purchase 1 1984 International/Thibault Pumper (Vehicle #9807) from the Town and donate it on behalf of the Town of Markham for use in Ecuador, through Dr. P. W. Roberts, M.D., Chairman, Friends of Ecuador Committee.

 

AND that Safetek Emergency Vehicles receive a charitable tax receipt from the appropriate registered charity.

 

AND that the sale by means of a public auction, tender or quotation be waived in accordance with Purchasing By-law 143-2000 Section 34 “If it is determined that a higher return, net of disposal costs can be achieved by sale of obsolete or surplus goods to the original vendor or vendors in that line of business.”

 

PURPOSE:

To authorize the Fire and Emergency Services to proceed with the arrangement for sale and subsequent donation of 1 – 1984 International/Thibault Pumper as stated.

 

 

BACKGROUND:

In a report to the Finance and Administrative Committee dated November 19, 2001 the Fire and Emergency Services were authorized to proceed with the standardization of the fire apparatus fleet with a single source supplier, Safetek Emergency Vehicles as the Canadian sales distributor for Smeal Fire Apparatus Co. (Inc,) Nebraska, U.S.A.

A further report to the Finance and Administrative Committee dated September 9, 2002, identified 5 fire apparatus as vehicles to be sold/traded in.  One of these 5 apparatus is a 1984 International/Thibault Pumper with a value of $5000.

 

The Town of Markham Community and Environment Committee, at its meeting held on May 10, 2004 made the following recommendation with respect with to the Acquisition of Fire Apparatus #9807:

 

“That the letter from Mr. P. Roberts, Chairman, Friends of Ecuador Committee, dated April 28, 2004, inquiring as to the possibility of acquiring a fire engine, vehicle #9807, soon to be decommissioned by the Town of Markham be received and referred to staff.”

 

The Fire Chief has negotiated with Safetek Emergency Vehicles who have agreed to purchase the apparatus from the Town of Markham, as a part of a previously agreed to trade-in package, and donate the apparatus through the Friends of Ecuador Committee on behalf of the Town of Markham in return for a charitable tax receipt from the appropriate registered charity.

 

 

FINANCIAL CONSIDERATIONS:

The September 9th, 2002 Finance and Administrative Committee report entitled, "Award of Single Source 140-S-02 for 2 Fire Pumpers", identified fire pumper # 9807 to be sold or traded.

 

Safetek Emergency Vehicles has agreed to purchase fire pumper # 9807, from the Town of Markham, for $5,000.00.  Safetek has also agreed to donate the vehicle for use in Ecaudor, through the Friends of Ecuador Committee, in exchange for a charitable tax receipt.

 

Proceeds from the sale of this vehicle will be credited to the Major Capital Repair/ Replacement Reserve, account 86-2700-200.

 

Under the Purchasing By-law 143-2000, the disposal of assets should be by means of a public auction, tender or quotation.  It is recommended that the Purchasing By-law be waived in accordance Section 34, "if it is determined that a higher return, net of disposal costs can be achieved by sale of obsolete or surplus goods to the original vendor or vendors in that line of business.”
