Licence Agreement - Health Canada Radiation Protection Bureau

Radiation Monitor

Station #96, 5567 14th Avenue, Markham

 

 

 


RECOMMENDATION:

That Council authorize the Mayor and Clerk to execute a License Agreement between the Town of Markham and Health Canada Radiation Protection Bureau for the installation of a radiation monitor at Station #96; 5567 14th Avenue, Markham, for nominal consideration, in a location acceptable to the Commissioner of Community and Fire Services and in a form satisfactory to the Town Solicitor.

 

PURPOSE:

The purpose of this report is to request Council’s approval to enter into a License Agreement with Health Canada Radiation Protection Bureau for installation of a radiation monitor at Station #96, 5567 14th Avenue, Markham. The monitor does not emit audible or visual warnings but it will download data to Health Canada.

 

EXECUTIVE SUMMARY:

The Radiation Protection Bureau of Health Canada request permission to install a “passive” radiation monitor at Station #96, 5567 14th Avenue for a nominal fee. The unit allows daily monitoring of radioactive atmospheric gases in order to both assess long-term trends and impact on the public as well as to provide early warning and response to a nuclear accident. The passive unit only downloads data to Health Canada and does not alert the general public with the use of any audible sounds or visual display.

 

BACKGROUND:

As per the attached letter Health Canada’s Radiation Protection Bureau has begun further monitoring of nuclear power plants across Canada as well as population centers near the plants. Both the Darlington and Pickering nuclear generating plants are to be monitored and Health Canada plan to install a detector in Markham. Health Canada has identified Station #96 as an ideal site and are requesting permission from the Town to locate a passive detector on the premises.
