The C.A.O., in consultation with the Mayor and Chair of the Finance & Administrative Committee, will convene a special session of the Finance & Administrative Committee should items of importance or of an emergency nature not covered in the delegated approval require action.  In such case, Council’s authority shall be delegated to the Finance & Administrative Committee.  This policy is consistent with past practices.
