Delegation of Authority over summer break to the
Chief Administrative Officer and to the Finance & Administrative
Committee |

RECOMMENDATION:
THAT the Chief Administrative Officer, or
designate, be delegated authority to call public meetings; grant site plan
approval; grant extensions and minor revisions to draft plan approvals; approve
street names; grant draft plan or condominium approval; initiate special
advertising and be authorized to act on any general administrative issues that
may be necessary in the absence of Council during the summer break except as
noted in this report, in which case the Finance & Administrative Committee
shall be the delegated approval authority;
THAT the Chief Administrative Officer be
authorized to award any required contracts greater than $350,000 for the period
July 1 to August 29, 2004, which are in compliance with the Town’s Purchasing
By-law and which are within budget as approved by Council;
AND THAT the Treasurer report back to the
PURPOSE:
Following
the Council meeting on June 30th, there will be no meetings of
Council or the Finance & Administrative Committee until August 30th. To permit regular business activities of the
Town to continue throughout the summer such as planning, purchasing and
personnel issues, it is recommended that the Chief Administrative Officer, or
designate, during this period, be granted authority to call public meetings;
grant site plan approval; grant extensions and minor revisions to draft plan
approvals; approve street names; grant draft plan or condominium approval;
initiate special advertising and award any required contracts greater than
$350,000 which are in compliance with the Town’s Purchasing By-law and which
are within budget.
The
Treasurer will submit a report to the September 20th Finance and
Administrative Committee outlining contracts awarded this period. Members of Council will also be briefed by
the C.A.O. following the Finance & Administrative Committee meeting on
September 20th with regard to planning approvals which occurred
during the summer.
The
C.A.O., in consultation with the Mayor and Chair of the Finance &
Administrative Committee, will convene a special session of the Finance &
Administrative Committee should items of importance or of an emergency nature
not covered in the delegated approval require action. In such case, Council’s authority shall be
delegated to the Finance & Administrative Committee. This policy is consistent with past
practices.
