RECOMMENDATION:

That the monthly administration fee, to be payable to the Cooperative Homes Inc. Thornhill Green for the issuance of parking permits on Inverlochy Boulevard, be set at $20 per permit.

And that staff be delegated the authority to negotiate and set parking administrative fees with third parties.

PURPOSE:

Currently, the Town administers the issuance of parking permits on Inverlochy Boulevard. In an effort to increase service to residents, this transaction can be provided by Cooperative Homes Inc. Thornhill Green at a monthly cost of $20 per permit.

BACKGROUND:

On January 15, 2002, a report entitled “Permit Parking – Inverlochy Boulevard and Restrictive Parking – Inverlochy Boulevard and Normark Drive” was approved by Council. In the report, it was recommended that a monthly permit fee of $70 would be charged for a parking permit on Inverlochy Boulevard, and that Cooperative Homes Inc Thornhill Green would administer the program at a monthly cost to the Town of $20 per permit. At that time, it was forecasted that there would be a monthly demand for 30 permits. Due to this estimated high volume, Council approved an administration fee of $15 instead of the recommended $20.

At that time, the Cooperative Homes Inc. Thornhill Green declined to administer the program. As a result, the Parking Control staff have been administering the program since its inception. Permit parking on Inverlochy Boulevard has resulted in fewer vehicles on the street. There are currently only five permits issued.

OPTIONS/DISCUSSION:

The Town has recently been approached by the Cooperative Homes Inc. Thornhill Green with a request to administer the program. Given the low volume, the originally recommended $20 fee seems appropriate and would result in residents being able to obtain their permits right in their own neighbourhood, rather than traveling to the Civic Centre to do so. Staff is also recommending that, in the future, matters such as Parking administration fees be handled at the staff level.

FINANCIAL CONSIDERATIONS:

The cost to the Town of having the parking permits administered by Cooperative Homes Inc. Thornhill Green is estimated to be $100 per month (five permits at $20).
