Communities In Bloom Steering Committee

Terms of Reference

October 1, 2004

 

Composition

 

The Committee shall be comprised of ten (10) members: two (2) members of Council, one (1) representative of the gardening community, one (1) representative of the heritage community, one (1) representative of the environmental community, one (1) representative of the education community, one (1) representative of the business community and three (3) members of the public.

 

Staff resources will include the Communities In Bloom Program Manager who will serve as the staff liaison.

 

Term of Office

 

Committee members shall serve for a period of one year. Terms to be extended at Council’s discretion should Markham choose to continue with the Communities In Bloom program.

 

Duties and Functions

 

·        To serve as ambassadors in the community for the Communities In Bloom program, promoting the importance of community involvement, environmental awareness, tidiness, preservation and the imaginative use of plants, flowers and trees.

·        To set the direction of [or “provide support for”] Markham’s overall strategy for participation in Communities In Bloom.

·        To undertake fundraising programs to fund Communities In Bloom programs.

·        To establish sub-committees to lead specific Communities In Bloom initiatives.

·        To participate in the events scheduled for the Judges’ visit during July/August.

 

Code of Ethics

 

Recognizing responsibilities to the people, desiring to inspire public confidence and respect for government and believing that honesty, integrity, loyalty, justice and courtesy form the basis of ethical conduct, a Committee member:

·        puts public interest above individual group or social interest and considers the position as an opportunity to serve society;

·        recognizes that government service is a public trust that imposes responsibility to conserve public resources, funds and materials;

·        never offers, gives nor accepts any gifts, favours or services that might tend to influence the discharge of duties;

·        never uses the position to secure advantage of favour for self, family or friends;

·        never discloses confidential information gained by reason of position nor uses such information for personal gain;

·        declares a conflict of interest and withdraws from Committee participation on any matter that involves a personal direct or indirect financial interest; and

·        participates fully in all Committee meetings, respecting the contributions of all members of the Committee.

None.

 

Frequency of Meetings

 

Monthly. Additional meetings may be scheduled at the call of Chair prior to the Judges’ visit.
