SUBJECT:

Property Standards By-law

 

 

 


 

RECOMMENDATION:

 

THAT a by-law be presented to amend By-Law 248-1999, Property Standards By-Law, as amended, to provide for a composition of five (5) and a quorum of three (3);

 

AND THAT the Terms of Reference of the Property Standards Committee be amended accordingly.

 

 

PURPOSE:

To increase the membership of the Property Standards Committee from three (3) to five (5) residents, and to increase the quorum from two (2) to three (3) which would be the majority of the Committee and would bring it in line with current practice.

 

 

BACKGROUND:

The Property Standards Committee was established pursuant to Section 15.6 of the Building Code Act, 1992 and Town of Markham By-law 248-1999.  The By-law and Terms of Reference currently state that the membership is to be three persons, and also that two persons would constitute a quorum. 

 

In the recent past, Council has been appointing five persons, rather than three, to the Committee, and this number has been working very well.  Also, the Committee has determined that quorum should be confirmed as three, (rather than two), which would align its operation with the quorum requirement of the Town's Procedural By-law.
