RECOMMENDATION:
That a non-exclusive partnership between the
Town of Markham and Telus Mobility for In-Building Cell Phone Coverage enhancement (“Spot
Wave” technology) as well as support of children’s literacy in the amount of
$41,000.00 be approved by Council
And that a Community Partnership agreement
between Telus Mobility and the Town of
And that Council authorize the Mayor and Clerk
to execute this agreement in a form satisfactory to the Town Solicitor
And that the Manager of Marketing and Community
Partnerships work with internal stakeholders to implement and service the
partnership
And
that the $41,000 revenue be allocated as follows:
PURPOSE:
The
purpose of this report is to seek Council Approval for a Community Partnership
between the Town of
BACKGROUND:
In-Building Cell Phone Coverage enhancement
In
May of 2004, the Telus Manager of Real Estate and Government Affairs approached
Strategic Services and indicated interest in partnering with the Town of
Telus
worked with Town staff, conducted several tests and determined prime locations
for reception enhancement. Locations are identified on Appendix “B”. Telus Mobility is responsible for any costs
associated with the installation, repair, maintenance or removal of the
equipment. The Town of
Support of Children’s Literacy:
As
part of the partnership discussion Telus was introduced to several
opportunities to provide support back to the community. In addition to the $20,000 committed for the
“Spot Wave” equipment installation, Telus will support Educational Programming
and Children’s Literacy for a term of two years in the amount of $21,000.
Research
provides evidence that exposure to reading in the first three years of life
sets the foundation for later learning, behaviour and health. Talking, singing
and reading to young children stimulate brain development and lays the
foundation for language learning and future reading success. During the first 6 months of 2004, there were
1200 participants in the “Mother Goose Time” program offered at Markham Village
Library. Telus’s financial support will allow Markham Public libraries to
expand the “Mother Goose Time” program beyond this branch and deliver early
literacy programs to infants and toddlers at libraries across the Town of

return for their financial assistance, Telus will be recognized as a partner of
the Town of
A
public partnership launch with Mayor and Members of Council will also form part
of the recognition.
FINANCIAL CONSIDERATIONS:
The total partnership commitment from Telus
represents a non-refundable $41,000 payment.
Length of
Agreement
Telus
will pay the Town a one-time fee of $2000.00 per location for the “Spot Wave”
licence. The term of the licence will be
for 5 years with an option to renew for a further 5 years on the same terms and
conditions. If the Town and Telus agree to renew the licence, it will be
subject to the condition that Telus renew the library sponsorship program or a
sponsorship of similar value for an additional 2 year term in the amount of
$21,000.
Payment Dates
and Distribution of Funds
After executing the agreement, the $20,000 “Spot
Wave” payment of will be paid within 45 days.
This revenue will be divided equally among the operating budgets of the
9 recreation facilities identified for the “Spot Wave” technology. The remaining $2,000 to enhance Civic Centre
reception will be directed to the 2005 Strategic Services operating budget to
administer the partnership.
The remaining $21,000 will be applied directly to a
Markham Public Libraries 2005 Capital Project to enhance educational
programming and children’s literacy.

If at any time within the five year agreement,

Revenue
Acceleration Program
The total value of the partnership is $41,000. Of this total, $18,000 should be allocated
against the revenue acceleration strategy.
The remainder provides a benefit to the Town and the community by
allowing us to enhance and expand programs but it is not being used to directly
reduce net operating costs.
