Region of York

2005 and 10 Year Capital Road Program

 

 

 


 

 

RECOMMENDATION:

That the staff report entitled “Region of York – 2005 and 10 Year Capital Road Program” dated January 24, 2005 be received;

 

That the Region of York be requested to incorporate into their 2006 and 10 Year Capital Road Programs, Markham’s requirements as noted in this report;

 

And that Mr. Keith Bray, Markham Board of Trade, Ms. A Yip, Scarborough/York Chinese Business Association, and Mr. K. Schipper, Commissioner of Works, Region of York, be advised accordingly.

 

PURPOSE:

To advise of the Region’s 2005 and 10 Year Capital Road Program and recommend revisions to their 2006 and 10 Year Capital Program.

 

EXECUTIVE SUMMARY:

The Region, having considered Markham’s proposed revisions to their 2005 and 10 Year Capital Road Program, will be approving their 2005 Capital Budget by March 2005.  This report provides a summary denoting the extent of revisions incorporated by the Region in their program, and the highlights of the Regional programme as applies to the Town of Markham.  The report also recommends proposed revisions to the Region’s 2006 and 10 Year Capital Road Program.

 

 

 

 

 

 

 

 

BACKGROUND:

The Region of York requested Markham’s input on their 2005 and 10 Year Capital Program.  Markham provided comments via Council resolutions on March 9, 2004 and May 17, 2004.  Engineering staff subsequently met with Regional staff in June 2004 and November 2004 to discuss Markham’s proposed revisions.

 

Engineering staff advised Markham Council on November 24, 2004 of the 2005 and 10 Year Capital Program that was submitted to the Region’s Finance Committee in December 2004.

 

DISCUSSION:

2005 and 10 Year Capital Program

Highlights of the Region’s 2005 and 10 Year Capital Programs are as follows;

a)      122 million in 2005 for major road improvements

 

b)      Markham share of the 2005 budget is ± 30%

 

c)      1 billion over 10 years for major capital projects in the Region

 

d)      92 million over 10 years for intersections improvements

 

e)      19 million over 10 years for bridge rehabilitation

 

f)        149 million over 10 years for resurfacing

 

g)      19 million over 10 years for streetscape/greening

 

h)      1.0 million for red light camera program in 2005

 

i)        1.8 million for intelligent traffic program in 2005

 

The Region has not specified in their 2005 or 10 Year Capital Program the Markham sites for item’s d) to i) noted above.  Staff will work with the Region to develop an implementation plan for these projects in Markham.

 

The Region having taken into account the Town’s requested revisions and have modified their 2005 and 10 Year Capital Program as noted in Attachment ‘A’.  The Region’s position for not advancing projects as requested by Markham relate to overall financial budget limitations in a given year, lack of available staff resources, time requirements to obtain necessary approvals, property etc.

 

2006 and 10 Year Capital Program  

Engineering staff feel there are solutions to staff resources and the approval process that, pending available funding could enable some projects to be expedited which are;

  • advancing certain projects as noted in Attachment ‘A’
  • preparing a 10 Year signal and intersection improvement program
  • Finalize streetscape study and financing of enhanced streetscape standards

            

           

FINANCIAL CONSIDERATIONS:

Markham will have to update our 10 Year Capital Program to accommodate municipal works (i.e. sidewalk, illumination, etc.) to reflect the updated Regional 10 Year Program, and will present such to our February 28, 2005 General Committee - Transportation.
