RECOMMENDATION:
That
the report titled “LEAD (Lead, Experience and Develop) Program” be received;
And
that Members of Council approve the Addition to the Purchase of Service –
Schedule D to form part of the existing Child Care Services Agreement;
And
that Council authorize the Mayor and Clerk to execute Schedule ‘D’- Addition to Purchase of Service, and all
other documents necessary to give effect thereto, in a form satisfactory to the
Town Solicitor which will form a part of the existing Consolidated Agreement
for Child Care Services between the Town of Markham and The Regional
Municipality of York approved by Council September 28, 2004;
And
that Council authorize a discount of 20% of the program fee to eligible
participants to cover the Town’s contribution.
PURPOSE:
The purpose of the report is to update the Mayor and
Council on the LEAD program which is a partnership program between Recreation
Services and the Region of York to deliver leadership opportunities for youth
ages 13 to 16 years and reside in social housing or receive social
assistance. Council approval is also
required to discount the advertised program fee by 20% to cover the Town’s
contribution of the program.
BACKGROUND:
In May 2000, Council approved a pilot project with
the Region of York, Community Services, for the provision of subsidised summer
camp programs for children of Ontario Works recipients. The program is funded
through the Region of York accessing funds through the National Child Benefit
(NCB) plan. Participants receive a daily per diem aligned with the cost of the
In 2003, the Region extended the subsidised summer camp program to
clients who receive assistance from Day Nursery Assistance (DNA). These clients
are required to pay a portion of the camps fees with the Region subsidising the
remainder. These clients also were eligible to access after school and holiday
recreation programs.
In 2004, the Region piloted a program called PLAY, which was for
children of Ontario Works recipients. The recipients were provided one
recreation program per child for a maximum fee of $80. The PLAY program was
initiated to improve access to recreation for families of low income on a
year-round basis. As research has proven time and again, recreation provides
many benefits and is essential to the healthy development of our children and
youth.
In 2005 the Region is launching another program,
LEAD (Lead, Experience and Develop). The following municipalities are
participating in the program Town of
The LEAD program will start in the summer of 2005.
Aquatic, Counsellor / Leader in Training, Coaching and Babysitting programs
advertised to the general public will be available to eligible youth within the
approved program fee.

The Town’s actual subsidy from taking part in the LEAD
program is dependant upon the number of qualified participants that sign-up for
the above Markham Recreational programs in 2005. The subsidy may result in unfavourable
operating budget variances for these program revenue accounts in 2005.
Based upon 2004 enrolment data of 1,882 (for the above
programs) and the assumption that all youths enrolled in 2004 were eligible for
the LEAD program subsidy, the Town’s total subsidy would be $33,891.20. This represents the maximum subsidy based on
2004 enrolment figures. The actual
subsidy would apply only to those that qualify under the Region of York’s LEAD
program criteria. Based upon the 11
participants that qualified under the 2004 PLAY Program, the projected impact
to the Town at the highest subsidy level of $47.20 is $519.20 (11 x
$47.20). The Recreation Department will
report on the financial impact of this program via the monthly financial review
of operations / variance analysis.
ACCESSIBILITY CONSIDERATIONS:
The Town’s participation in this type of program
increases access to recreation for low income families and breaks down barriers
for those who typically cannot afford to participate. And it has been proven
time and again, recreation provides many benefits and is essential to the
healthy development of children and youth.
