SUBJECT:

Parking Control By-Law Amendment- Angus Glen Subdivision

 

 

 


 

 

RECOMMENDATION:

That By-Law No. 336-88 “A By-Law to govern and control parking of vehicles in the Town of Markham” be amended to provide for permit parking within the Angus Glen Subdivision.

 

PURPOSE:

To authorize the issuance of parking permits allowing for overnight parking on designated sides of streets within the Angus Glen Subdivision.

 

BACKGROUND:

Overnight parking (parking at any time between 2:30 a.m. and 6:00 a.m.) is prohibited on Town streets with the exception of Angus Glen and where permit parking has been adopted. The Town has permitted overnight parking on specific streets and areas within the Town using a parking permit system administered by Parking Control. Implementation of the permit programs has been done in consultation with area residents and has proven successful in removing vehicles from the street. Similar parking permit systems and prohibitions against overnight parking exist in other municipalities within the GTA.

Permit Parking in Markham

The following areas currently have permit parking:

  • Inverlochy Boulevard
  • Tamarack Drive/ West Borough Street
  • Cornell Subdivision

Public Meetings and Resident Survey

As a result of complaints and resident concerns, a Public Information Meeting was held on February 12, 2004 to discuss parking regulations in the Angus Glen Subdivision. Following this meeting, a resident committee was established to investigate and recommend solutions. The Town circulated a survey to all residents on behalf of the resident committee asking for resident input on parking matters and possible solutions.

 

A second meeting was held on November 23, 2004, to discuss the survey results and to identify a parking solution addressing community concerns. The results of the survey and comments from the meeting were subsequently reviewed by resident committee and the following parking permit program is being recommended.

 

Permit Parking Program Recommended, subject to following conditions:

  1. A one year trial parking permit program with a review and report to Council at the end of the trial period;
  2. Permits be allowed on designated sides of streets only;
  3. Parking permits be allocated to residences where the number of vehicles licenced at that address exceed the maximum parking available at the address;
  4. The first permit issued for a residence will be at no cost with a $20 month fee for a second vehicle, $35 for a third, and $50 for a fourth (maximum allowed);
  5. The current practice of issuing overnight exemptions for guests, etc. will continue;
  6. Permits will not be issued for commercial or recreational vehicles and permits are not valid during periods of snow removal.

 

Program Administration

  • Permitted parking will be allowed on streets where overnight parking is currently permitted and at new locations approved by Engineering for suitability (shown on Appendix A);
  • Parking Control staff will develop and implement a procedure to receive and verify parking permit requests, prior to issuing permits;
  • A communication notice will be sent to all area residents informing parking permit program and the program details;
  • Residents will be encouraged to park in front of their residence whenever possible;
  • Placement of signage at entrance to subdivision advising of permit program
  • Maximum Parking Available- is determined by adding the required parking provided and the additional parking spaces available (in accordance with by-laws and by-law standards) because of driveway width and length.
  • The maximum parking available requirement is in response to resident concerns that vehicles were being parked on the street from residences that were using their garages and parking areas for purposes other than parking of vehicles.

 

FINANCIAL CONSIDERATIONS:

An estimated 5 monthly permits will be sold at an average cost of $22.00. This will result in an estimated $1,100 in revenue in 2005. Costs for administering the pilot program will be tracked and identified at the end of the trial period, with trial costs being absorbed within the Parking Control Cost Centre.
