Road Parking Prohibition |

RECOMMENDATION:
THAT Schedule 2 of By-Law 336-88 pertaining to
“Parking for a Restricted Period” be amended to remove the east side of Hollingham
Road, from Apple Creek Boulevard to Nadine Crescent;
AND THAT Schedule 2 of By-Law 336-88 pertaining to
“Parking for a Restricted Period” be amended to include the east side of
Hollingham Road, from a point 60 metres north of Apple Creek Boulevard to
Nadine Crescent;
AND
THAT Schedule 1 of By-Law 336-88 pertaining to “Prohibited Parking” be amended
to include the east side of Hollingham Road, from Apple Creek Boulevard to a
point 60 metres north of Apple Creek Boulevard;
AND
THAT the attached By-laws be approved;
AND THAT the
Operations and Asset Management Department be directed to install the
appropriate signs upon approval of the attached by-laws.
AND THAT the
Parking Control Department be directed to enforce the attached by-laws.
PURPOSE:
This
report recommends implementing a parking prohibition on the east side of Hollingham
Road near the intersection of Apple Creek Boulevard to address unsafe traffic
operations.
BACKGROUND:
Hollingham Road is a minor collector road that intersects with Apple
Creek Boulevard, a major collector road.
The intersection is operated by traffic control signals. There is an existing corner parking
prohibition on both sides of Hollingham Road, extending 15 metres north of Apple
Creek Boulevard. This is a town-wide by-law implemented to provide unimpeded
traffic flow and clear visibility near an intersection. To the north of the corner prohibitions,
parking is permitted for a restricted period on both east and west sides of
Hollingham Road (see Attachment A).
DISCUSSION:
In December 2004,
the southbound approach to the Hollingham Road / Apple Creek Boulevard intersection
was modified to provide an additional through lane to improve traffic flow at
the intersection. This was implemented
to address the high southbound traffic volume approaching Apple Creek
Boulevard. As part of the new lane
configurations, the northbound receiving lane width was reduced from 6.5 metres
to 4.0 metres between Apple Creek Boulevard to a point 60 metres north, where
it widens to 6.5 metres.
As part of the
lane configuration, the northbound lane of Hollingham Road now has a width of
4.0 metres and does not accommodate on-street parking. Therefore, it is recommended that the 15 metre
corner parking prohibition be extended to a point 60 metres north of Apple
Creek Boulevard (see Attachment B). The
proposed prohibition would displace parking availability for approximately two
to three passenger vehicles. Parking for
guests and visitors is still available further north on
Residents affected
by the change on parking regulations have been notified and informed of the
date that this matter is being considered by committee. Staff will update Committee on any comments
received from the affected residents.
FINANCIAL CONSIDERATIONS:
The cost of labour and materials to implement
and maintain these parking measures are accounted for in future budgets for the
Operations and Asset Management Department.
BUSINESS UNITS CONSULTED AND AFFECTED:
Subject to Council’s
approval the Operations and Asset Management Department will install the proper
signage for the proposed parking prohibition.
