SUBJECT:

Bur Oak  Avenue and Country Ridge Drive All-way Stop Control

 

 

 


 

RECOMMENDATION:

THAT Schedule 12 of By-law 106-71 for an all-way stop control be amended to include the intersection of Bur Oak Avenue and Country Ridge Drive and that the attached by-law be approved;

 

AND THAT the Operations and Asset Management Department be directed to install and maintain the appropriate signs upon approval of the attached by-law;

 

AND THAT The York Regional Police be requested to enforce the all-way stop control upon installation of these signs.

 

PURPOSE:

The purpose of this report is to recommend all-way stop control at the intersection of Bur Oak  Avenue and Country Ridge Drive.

 

BACKGROUND:

The Engineering Department received a request for all-way stop control at the intersection of Bur Oak Avenue and Country Ridge Drive (see Attachment 1). Bur Oak Avenue runs East/West and Country Ridge Drive runs North/South. Currently, there is stop control on Country Ridge Drive, providing right-of-way to traffic on Bur Oak Avenue. 

 

DISCUSSION:

In response to the request, the Engineering Department conducted an investigation to determine the need for all-way stop control.

 

All-way Stop Control Warrants

To determine the need for all-way stop control, the traffic conditions must meet the minimum traffic volume warrant at an intersection.  The warrant is based on guidelines established by the Ministry of Transportation of Ontario and assesses the need for additional right-of-way control at an intersection.  A turning movement count was conducted during the peak hour of the day at the subject intersection and the warrant analysis result is as follows:

All-way stop sign control is warranted when both warrants 1 and 2 are satisfied.  In accordance with the above analysis, Warrants 1 and 2 were satisfied. Therefore the Engineering Department recommends an all-way stop control for the intersection of Bur Oak  Avenue and Country Ridge Drive.  Based on this recommendation, the proposed all-way stop control will improve the traffic operation at the above noted intersection.

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these parking signs are accounted for in the 2005 budget for the Operations and Asset Management Department.

 

On-going maintenance costs for this installation will be accounted for in the future Operations and Asset Management Department budgets.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval, the Operations and Asset Management Department will install and maintain the proper signs for the all-way stop control at the intersection of Bur Oak  Avenue and Country Ridge Drive
