Eureka Street Parking Prohibition

 

 

 


 

 

RECOMMENDATION:

THAT the attached By-laws to amend parking regulations on Eureka Street, be approved;

AND THAT the Operations and Asset Management Department be directed to install the appropriate signs upon approval of the attached by-laws.

AND THAT the Parking Control Department be directed to enforce the attached by-laws.

 

PURPOSE:

This report recommends extending the corner parking prohibition on the west side of Eureka Street, from Highway 7 to a point 35 metres north.

 

BACKGROUND:

Eureka Street is a local residential street that intersects with Highway 7.  Right-of-way is assigned to Highway 7, with stop control being provided on Eureka Street.  There is an existing corner parking prohibition on both sides of Eureka Street, extending 15 metres north of Highway 7.  This is a town-wide by-law to provide unimpeded traffic flow and clear visibility at intersections.

 

North of the corner prohibitions, parking is permitted for a restricted period on both east and west sides of Eureka Street (see Attachment A).  The allowable time limit for parking is a maximum of one hour, between 9:00am and 6:00pm, Monday to Friday.  Customers of CIBC and Rasoee Indian Kitchen are the primary users of the on-street parking facilities.  On-site parking facilities are typically near, or at capacity during peak hours of the day.

 

DISCUSSION:

The Engineering Department received a request from the Unionville Home Society to investigate traffic operational concerns on Eureka Street as a result of on-street parking.  Eureka Street has a pavement width that varies between 8.0 and 8.5 metres.  This width accommodates parking on one side of the street only.  On the west side of Eureka Street, however, there is a depressed curb which permits vehicles to park on the paved boulevard, removing parked vehicles from the road.  This allows on-street parking on the east side while not compromising two-way traffic (see Attachment B).

 

South of the CIBC south entrance however, vehicles must park on the road as the curb transitions from a depressed curb to a raised curb.  This prevents vehicles from parking on the boulevard.  If vehicles are parked at this location on both sides of the street, two-way traffic cannot be maintained.  The proposed extension of the corner prohibition would prevent vehicles from parking at this location and maintain two-way traffic.  If implemented, there would be a loss of two parking spaces on the west side of Eureka Street.   These spaces can be accommodated elsewhere on the street.

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these parking measures are accounted for in the 2005 budget for the Operations and Asset Management Department.

 

On-going maintenance costs for this installation will be accounted for in future Operation and Asset Management Department budgets.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval the Operations and Asset Management Department will install the proper signage for the proposed parking prohibition.  Upon installation of the signs, the Parking Control Department is to enforce the attached by-laws
