SUBJECT:

Parking Control By-Law Amendment- Cornell Subdivision

RECOMMENDATION:

That By-Law No. 336-88 “A By-Law to govern and control parking of vehicles in the Town of Markham” be amended to provide specific regulations for the parking of vehicles within the Cornell Subdivision.

PURPOSE:

To expand the existing parking permit regulations for the Cornell Subdivision into recently developed areas of the subdivision.

BACKGROUND:

Council amended the Town’s Parking Control By-Law in May, 2001 to include provisions allowing for permit parking within the Cornell Subdivision. The amendment followed a successful trial permit program. Since then, the Town’s Parking Control Division has operated the program successfully to the satisfaction of the residents and operational staff. The Town has received requests from residents in newly developed areas to have similar parking permit options enacted for their areas and a by-law amendment to expand the area in which permit parking is permitted is required in order to do so.

EXPANDED AREA FOR PERMIT PARKING:

The expanded area and streets included for permit parking are shown on Appendix “A”

FINANCIAL CONSIDERATIONS:

Staff project that an additional 40 monthly permits will be sold in the balance of 2005 at an average cost of $22.50. This will result in an estimated $900.00 in revenue in 2005. Based on past experience, the number of permits issued will decline in subsequent years as residents seem to find parking space on their property rather than pay a monthly charge. Costs for administering the expanded program will be absorbed with the Parking Control Cost Centre.  Because this is simply an expansion of the permit system in Cornell as new streets are added, there are currently no tickets being issued in the area.
