TOWN OF
Exterior Illumination
Requirements
Property owners shall not install any exterior lighting unless it is in
accordance with the Exterior Illumination Requirements as described below.
A.
General
Information
An application for Site Plan approval shall include an exterior
lighting design prepared by a Lighting Professional certified by the National Council for the
Qualification of Lighting Professionals or
a licensed Professional Engineer qualified in illumination design (the
‘Lighting Professional’) that includes the following information:

Identifies the
usage of the exterior area to be illuminated such as parking lot, sports field,
commercial, industrial or institutional building, driveways, pathways, roadways
etc.
·
Confirmation
that Lighting Levels (horizontal and vertical) are designed in accordance with
current Illuminating Engineering Society of North America (IESNA) Standards.
·
Identifies the
appropriate Lighting Environmental Zone and compliance with IESNA levels at property
lines. For the purposes of site plan approval, the description of the Lighting
Environmental Zones are as follows:
LEZ 1 – Instinctually
Dark – Provincial Park
LEZ 2 – Low Ambient
Brightness - Rural Areas
LEZ 3 – Medium Ambient
Brightness - Suburban / Urban Areas
LEZ 4 – High Ambient
Brightness - Downtown

All luminaries
used for exterior lighting shall be full cut off except for decorative or
ornamental non cobra head luminaries which can be cut off with a maximum of 4%
upward light (above horizontal).

No luminaries are
to be placed above an elevation of 253 metres above sea level west of

The exterior
lighting plan must clearly identify what criteria have been applied including:
- Location and Type of
fixtures.
- IESNA levels.
- LE Zone and levels.
- Luminaire(s) type
- Controls and/or Timing device used.
- Mounting height (elevation) of luminaire(s).
B.
Submission
Requirements
The exterior lighting design shall contain the following information at
a minimum:

Information of
applicant’s Lighting Professional or Engineer, such as name, phone number, fax
number, e-mail address and qualifications.
·
The location of
all buildings where applicable.
·
The location,
number, type, elevation and mounting height of all of the exterior lighting
fixtures.
·
The number and
location of the exterior lighting fixtures to be equipped with automatic timing
devices and shields.
·
The description
and detail information regarding the exterior lighting fixtures including the
following:
- Power (in watts).
- Type of light source.
- Filtering (if any).
- Evidence as to
whether or not the exterior lighting fixtures are shielded.
- Manufacturers’
catalogue information and drawings.

Details of the light distribution in the horizontal and vertical planes
(photometric data).

Evidence of conformity to Town of
·
Information as
to the light distribution (computer calculations showing Lux levels or isolux
curves) in the horizontal plane and in the vertical plane as required at the
property boundary.
·
Computer
generated calculations showing the average maintained horizontal and vertical
light levels. The computer program used must be AGI, Autolux or Lumenpro.
·
The design
capabilities of the exterior lighting fixture to permit any change in the
aiming angle.
C.
Approval
/ Certification / As Built Requirements
During and after construction, the applicant’s Lighting Professional or
Engineer shall inspect the installation for compliance with the lighting
design, “Exterior Illumination Requirements” and other Town standards.
The applicant’s Lighting Professional shall prepare and submit to the
Town “as built” drawings and certify that the installation complies with the
original lighting design and the Town’s standards.
