Skate Board Park Bookings and Rental Fees

 

 

 

 

 

RECOMMENDATION:

That the policy and procedures outlined in this report be adopted for permitting the Centennial Skate Park;

 

And that the permitting the Centennial Skate Park be limited to a maximum 5 days a year from May through September;

 

And that the commercial permit fee be established at $345.00 as outlined in this report;

 

And that the resident/ not-for-profit permit fee be established at $240.00 as outlined in this report;

 

And that Schedule A of By-law 2002-276, A By-law to Impose Fees or Charges for Services or Activities Provided or Done by the Town of Markham, be amended accordingly.

 

PURPOSE:

The purpose of this report is to establish the policies and procedures to be used for permitting the skate board park in Markham.  In addition, the report will also establish the fees and charges related to permits.

 

BACKGROUND:

At present the Town of Markham owns and operates one skate board park.  This is a brand new facility located within Centennial Park.  The draft Parks, Recreation, Culture and Library Master Plan identifies the need for and recommends providing additional skate parks in the future.  The specific locations and details will be recommended to Council as the master plan recommendations are implemented.

 

The trend analysis information related to parks and recreation services indicates an increased and growing demand for unstructured and individual activities.  Skate board parks are ideal for providing unstructured, drop-in and low cost physical activity.  The policy recommended in this report reinforces this as the primary purpose of skate board parks while allowing a limited number of permitting opportunities.

 

Permitting Benefits

Events at the skate park will encourage skill development, bring demonstrations and encourage growth of the sport at the community level.  In addition, permits provide the opportunity for third party event(s) that attract participation, enhance local and regional awareness of the park and generate tourism visits to the Town of Markham. 

 

The Town has recently been approached by the Muskoka Woods Skateboard Series.  Musoka Woods is interested in securing the Markham skate board park for a one day competition on Saturday, July 16.  Muskoka Woods Skateboard Series is promoting itself as “Ontario’s leading amateur contest and community event series”.  Promotional material and background information is contained in Addendum B.

 

It can be anticipated that in the future the Town will continue to be approached regarding the opportunity for permitting the skate park.  This necessitates the need for policy, procedures and pricing.  Staff comment and recommendations with respect to each of these areas are outlined below.

 

Permit Policy

Addendum A is a draft permit policy document related to permitting the skate board park.  It is recommended that the skate board park permitting be limited to a maximum five days a year through the months of May, June, July, August and September.  In general, a permit for the skate board park will;

 

§         Be related to a competition or part of a community festival;

§         Have predetermined opening and closing times;

§         May consist of several separate activities requiring skate park use;

§         Will be a minimum of four hours in length.

 

In the future it is anticipated that the Town will have additional skate board parks.  When this occurs it would be appropriate to review the permit policy and determine if additional rental time would be made available. 

 

 

Permit Procedures

Addendum A is contains a draft permit policy and procedure.  Permit requests will be processed through sport field permitting area.  Permits will take precedence over all drop-in and program activities.  The sport field clerk will forward notifications of bookings to Centennial Community Centre staff via an electronic mail as permits are approved.

 

A maximum of 5 permits will be issued through a season.

 

Permit Fees (Pricing)

Permits will be a minimum of 4 hours.  The recommended permit fee is; 

 

Commercial                                          $345.00

Not-for-Profit/ Resident                        $240.00

                                     

Permitted events will have a Town of Markham staff on-site to liaise with the event organizers and the permit fee will be used to off-set this cost.  In addition, permitted events will require at least one load of waste and recycling containers.  The fees for waste and recycling containers are already established.  The fees for delivery of one load are;

 

 Commercial                                         $128.40

 Not-for-Profit/ Resident                       $64.20

 

Staff will monitor the first few permitted events to determine if there is a need for paid duty police for traffic control.  TABLE 1 below provides an over view of the proposed Markham fees compared to the Mississauga Skate Park, Cummer Park (Toronto) and the Legacy Skate Park in Ottawa.

FINANCIAL CONSIDERATIONS:

Based on the recommendations in this report the cost of a commercial permit, including waste and recycling containers, is $473.40.  The cost of a not-for-profit/ resident permit, including waste and recycling containers, is $304.20. 

 

These fees will cover the direct cost for a Town of Markham staff member to be “on-site” during the event, the administrative costs related to the permit and the delivery expense for waste and recycling containers.
