Amendment to Fee By-law 2002-276 to include a charge for Green Bins and Kitchen Collectors’

 

 


 

RECOMMENDATION:

 

THAT the Report entitled ‘Amendment to Fee By-law 2002-276 to include a charge for Green Bins and Kitchen Collectors’ be received;

 

AND THAT Fee By-law 2002-276, be amended to include a charge of $18.00 per unit for a Green Bin, $5.00 per unit for a Kitchen Collector, and a combined fee of $25.00 per housing unit to be included in all Subdivision Agreements;

 

AND THAT notice to the public be provided in accordance with By-law 2002-275, a By-law to prescribe the form and manner and times for the provision of reasonable notice.

 

PURPOSE:

 

The purpose of this report is to amend Fee By-law 2002-276 to include a charge for the Green Bins and Kitchen Collectors and to provide notice to the public in accordance with By-Law 2002-275.

 

BACKGROUND:

 

Markham’s 3-Stream collection program, as approved by Council, includes the provision of one Green Bin and one Kitchen Collector free of charge to each existing Markham residence by July 4, 2005. After July 4, 2005, all containers will be sold on a cost recovery basis.  Residents will be informed that the Green Bin is Town property and should stay with the house.

 

DISCUSSION:

 

Part XII of the Municipal Act, 2001 provides Council with the authority to pass by-laws imposing fees and charges for services or activities provided or done by or on behalf of it.

 

In Phase 1, many residents purchased additional Green Bins and Kitchen Collectors. For Phase 2, residents will be able to purchase them at Markham’s Civic Center, Community Centers and Recycling Depots. Residents moving after July 4, 2005 into a resale home without a Green Bin will also need to purchase a Green Bin.

 

All new Subdivision Agreements will be amended to require Green Bins and Kitchen Collectors to be purchased upon execution of the Agreement and provided to the new residence upon occupation.

 

Green Bins were purchased by the Town for $15.30 plus tax and Kitchen Collectors for $3.76 plus tax.  The unit price is outlined in Table #1 below.

These prices will be reviewed as required to reflect changes in container price due to resin costs.

 

FINANCIAL CONSIDERATIONS:

 

The fees collected in excess of unit costs total approximately $6840.  This net revenue will not impact the Waste Management budget as it will be used to recover 3-Stream container related costs such as storage and containers that must be donated from time to time.

 

Revenue from the sale of Green Bins will be credited to the Waste Management Operating Account #770 7739164.

 

Revenue from the sale of Kitchen Collectors will be credited to the Waste Management Operating Account #770 7739165.
