RFP Award - 032-R-05,  Wastewater Collection System Rehabilitation and Maintenance on Various Streets

 

 

 

 

RECOMMENDATION:

THAT the report entitled “RFP Award – 032-R-05, Wastewater Collection System Rehabilitation and Maintenance on Various Streets” be received;

 

AND THAT RFP 032-R-05 for “Wastewater Collection System Rehabilitation and Maintenance on Various Streets” be awarded to the lowest priced bidder, Liqui-Force Services (Ontario) Inc., in the total amount of $764,970 exclusive of GST;

 

AND THAT a separate blanket purchase order be issued for contingency in the amount of $60,710.97 exclusive of GST, the use of which will be governed by the Expenditure Control Policy;

 

AND FURTHER THAT the award be funded from Waterworks Capital Account as follows:

PURPOSE:

The purpose of this report is to obtain Council approval to award RFP 032-R-05 and proceed with the Capital Project.

 

BACKGROUND:

The rehabilitation of the sanitary sewers extends the life expectancy of the system and reduces liabilities resulting from sewer backups or spill into the environment. The rehabilitation work in this project covers both structural and service repairs. Structural rehabilitation includes repairs of broken, fractured and cracked pipes as well as repairs of service connections. Service repairs include cleaning and removal of blockages such as calcite, grease, roots and other debris. Reaming of protruding laterals and service laterals repairs are also included.

All repairs and work under this contract are specified to use trenchless repair methods. Structural and service conditions repairs and rehabilitation are completed without any surface or road excavation. All repairs are completed through access from the manhole and completed inside the pipe. These methods result in financial savings and minimize impact of an open excavation repair on area residents and businesses.

 

The RFP was evaluated in a two stage process.  Stage One was evaluated based on technical pre-established criteria as listed in the RFP.  Proponents who have attained a passing grade of 70% will be considered for Stage Two – Price Evaluation. The contract will then be awarded to the lowest priced proponent from Stage Two as stipulated in the RFP. Difficulty and complications in formulating the two stage RFP evaluation and assessment process delayed the 2004 sewer rehabilitation projects. The 2004 and 2005 sewer projects budget were combined to form this contract. 

 

The RFP was issued in accordance with the Purchasing By-Law 2004-341.  The RFP closed May 11, 2005.  Three companies obtained the bid document and attended the compulsory pre-bid information meeting held on MAY 3, 2005.   Two companies, Liqui-Force Services (Ontario) Inc. and Sewer Matic Services, submitted proposals.

 

The technical evaluation team for Stage one was conducted by 3 staff members from the Waterworks Division and a staff member from Purchasing. The proposals were evaluated based on the following pre-established evaluation criteria with results listed in Table A.

The bid documents have been verified for accuracy and compliance with the RFP specifications and staff are satisfied that all terms, conditions and bid prices comply with the Town’s requirements.  Liqui-Force was awarded the same RFP in 2002-2003 and staff are confident that they will continue to provide satisfactory service. Liqui-Force unit prices under this year’s RFP have shown an overall increase of 1.5 % from the previous contract.

 

FINANCIAL CONSIDERATIONS:

The award of  RFP 032-R-05 for “Wastewater Collection System Rehabilitation and Maintenance on Various Streets” to the lowest priced bidder, Liqui-Force Services (Ontario) Inc., in the total amount of $764,970 exclusive of GST will be funded from following accounts:
