Tender Award #090-T-05 Replacement of 18th Avenue Bridge Over Bruce Creek

 

 

 

 

 

RECOMMENDATION:

THAT the report entitled “Tender Award #090-T-05 Replacement of 18th Avenue Bridge Over Bruce Creekbe received;

 

AND THAT the contract for tender #090-T-05 Replacement of 18th Avenue Bridge Over Bruce Creek be awarded to the lowest priced bidder, Torbridge Construction Ltd. in the amount of $448,130.84 exclusive of GST;

 

AND THAT $45,000.00 be established as a contingency for this project, the use of which will be guided by the Expenditure Control Policy;

 

AND THAT funds are provided for in Capital Works ROW’s 2005 Capital Budget Account # 58 6150 6581 005 Bridges and Culvert Improvement Program in the total amount of $1,300,000.

 

 

PURPOSE:

To award contract for Tender #090-T-05 Replacement of 18th Avenue Bridge Over Bruce Creek.

 

BACKGROUD:

This bridge is located on 18th Avenue between Warden Avenue and Kennedy Road and over the Bruce Creek. It is a single lane bridge serving a two-lane rural roadway. Due to its poor structural condition and substandard width, the need for a complete replacement was identified and approved by Council at its meeting of February 22, 2005.

FINANCIAL CONSIDERATIONS

The contract for tender #090-T-05 Replacement of 18th Avenue Bridge over Bruce Creek will be awarded to the lowest priced bidder, Torbridge Construction Ltd. in the amount of $448,130.84 exclusive of GST.  A separate purchase order will be issued for the contingency in the amount of $45,000 exclusive of GST, the use of which will be guided by the Expenditure Control Policy.

 

Funds are provided for in Capital Works ROW’s 2005 Capital Budget Account # 58 6150 6581 005 Bridges and Culvert Improvement Program in the total amount of $1,300,000.00 with $400,000 allocated to this bridge. 

 

The award of this tender in the amount of $493,130.84 inclusive of a $45,000.00 contingency and the previously awarded design contract for this bridge, in the amount of $41,500 (exclusive of GST) results in a total estimated cost for the 18th Avenue Bridge to be $534,630.84 ($493,130.84 + $41,500). 

 

The amount in excess of the budget allocated for the 18th Avenue bridge, in the amount of $134,630.84 ($534,630.84 - $400,000), will be funded from savings from other bridge design/construction awards already committed against this capital project, or from approximately $630,000 of uncommitted budget allocation to the two other bridges not yet at the construction stage (e.g. 19th Avenue and Reesor Road bridges).

 

The Town is still waiting for the final approval from the Toronto and Region Conservation Authority (TRCA) for the 19th Avenue and Reesor Road bridges.  It is anticipated that the Reesor Road Bridge Replacement Project will be delayed to 2006 and additional funding may be required then.
