Tender Award 092-T-05, East Don River Trunk Sewer and Daniels Mayhew Lane Easement Sewer Rehabilitation

 

 

 

RECOMMENDATION:

THAT the report entitled “Tender Award 092-T-05 East Don River Trunk Sewer and Daniels Mayhew Lane Easement Sewer Rehabilitation” be received;

 

AND THAT Tender 092-T-05 for “East Don River Trunk Sewer and Daniels Mayhew Lane Easement Sewer Rehabilitation” be awarded to the lowest priced bidder, Liqui-Force Services (Ontario) Inc., in the total amount of $510,856.45 exclusive of GST;

 

AND THAT a separate blanket purchase order be issued for contingency in the amount of $40,000.00 exclusive of GST, the use of which will be governed by the Expenditure Control Policy.

 

AND FURTHER THAT funds are provided from Waterworks Capital Account as follows:

PURPOSE:

The purpose of this report is to obtain Council approval for Tender Award 092-T-05 and proceed with the Capital Project.

BACKGROUND:

East Don River Trunk Sewer

The East Don River Trunk Sewer is a 450 mm to 600 mm diameter concrete sanitary sewer located along the East Don River in its floodplain. The East Don River meanders along the alignment of this trunk sewer and crosses it at several locations. Manholes are located along the banks of the river. Very few of these manholes are accessible for maintenance with heavy equipment. In 2002, Waterworks Department completed a number of emergency repairs of sewer failures within the upstream sections. This project is the extension of the 2002 emergency repairs, within the remaining downstream sections with an approximate length of 261m.

Daniels Mayhew Lane Easement Sewer

Daniels Mayhew Lane Easement Sewer is a 200 mm concrete and Corrugated Steel Pipe (CSP) sanitary sewer located in the easement at Daniels Mayhew Lane, crossing private properties. The problematic section of the sewer is a 36 m long CSP pipe located in #3 Mayhew Lane, extending from upstream manhole to downstream manhole on an approximate 30% down slope in wooded area. The CSP pipe requires immediate rehabilitation work to prevent collapse of the sewer.

Rehabilitation Work

The rehabilitation of the sanitary sewers extends the life expectancy of the system and prevents sewer backups or spills into the environmentally sensitive areas. The rehabilitation work in this project covers both structural and service repairs. Structural rehabilitation will be accomplished by manhole-to-manhole full length lining of the existing sewers. Service repairs include cleaning and removal of blockages such as calcite, grease, roots and other debris.

All repairs and work under this contract will utilize trenchless construction method. These methods result in financial savings and minimize impact of an open excavation repair on the environmentally sensitive areas and private properties.

BID INFORMATION:

The tender was issued in accordance with the Purchasing By-Law 2004-341 and closed on August 22, 2005. The Tender was issued to two (2) contractors who were pre-qualified by meeting technical requirements within RFP # 032-R-05 Wastewater Collection System Rehabilitation and Maintenance on Various Streets and as such invited to bid on Tender 092-T-05. RFP # 032-R-05 was approved by Council on June 20th, 2005.

FINANCIAL CONSIDERATIONS:

The contract for tender 092-T-05 East Don River Trunk Sewer and Daniels Mayhew Lane Easement Sewer Rehabilitation will be awarded to the lowest priced bidder, Liqui-Force Services (Ontario) Inc. in the amount of $ 510,856.45 exclusive of GST.

The Capital Budget Account #53-6150-6656-005 has total funds of $436,000.00 and is comprised of $306,000.00 for the East Don River Trunks sewer rehabilitation and $130,000.00 for the Joseph Street trunk sewer bank stabilization. The Joseph Street project has a very short window of construction period (July to September) allowed by the Toronto Regional Conservation Authority (TRCA). This construction period will not be met this year for this project.

The tender price received for the portion of the East Don River was unexpectedly high due to the temporary bypass requirements. Since the Joseph Street project will not be started this year, it is recommended that portion of its budget be used for the additional funds required for the East Don River project. Upon completion of the project, the remaining funds in this account will be carried over and additional funding will be included in the proposed 2006 Waterworks Capital Budget for completion of the Joseph Street project.

Funds are provided for in Capital Budget Account # 53-6150-6656-005 Trunk Sewer Rehabilitation and Account # 53-5350-4988-005 Daniels Mayhew Lane Sewer Rehabilitation in the total amount of $ 582,470.00.

ENVIRONMENTAL CONSIDERATIONS:

The East Don River Trunk Sewer in located in the TRCA’s Fill Regulated Area and the Regional Storm Floodplain of the Rouge River Watershed. The land maintains natural forest cover, which is identified within the TRCA’s Terrestrial Natural Heritage System (TNHSS). TRCA has reviewed the site plan and proposed construction methods of the project, and had no objection to proposed work.

ACCESSIBILITY CONSIDERATIONS:

Based on the site conditions and environmental constraints, limited access for the construction work is identified and specified in the contract document. Permission to Enter was also obtained from the owner of #3 Mayhew Lane for this project.
