Cornell Daytime Permit Parking Extension:

 

 

 


 

RECOMMENDATION:

THAT Traffic By-law 2005-188, Schedule ‘N’ for “Daytime Permit Parking”, be amended to rescind Country Glen Road and Walkerville Road, between Riverlands Avenue and Settlement Park Avenue, as shown in Attachment B;

 

AND THAT Traffic By-law 2005-188, Schedule ‘C’ for “Prohibited Parking”, be amended to rescind Country Glen Road, as shown in Attatchment B;

 

AND THAT Traffic By-law 2005-188, Schedule ‘N’ for “Daytime Permit Parking”, be amended to include Settlment Park Avenue, The Meadows Avenue, Spring Meadow Avenue, Country Glen Road, Walkerville Road and Bur Oak Avenue, as shown in Attachment B;

 

AND THAT the Operations and Asset Management Department be directed to install the appropriate signs upon approval of the attached by-law;

 

AND THAT the Parking Control Department be directed to issue the daytime permit parking permits to the respective residents and enforce the attached by-law.

 

PURPOSE:

This report recommends daytime permit parking on Settlment Park Avenue, The Meadows Avenue, Spring Meadow Avenue, Country Glen Road, Walkerville Road and Bur Oak.

 

BACKGROUND:

Riverlands Avenue Council Report - June 13, 2005

On June 13, 2005, the Town’s General Committee approved Engineering staff recommendation to implement a Day Time Permit Parking Program on Riverlands Avenue, in its entirety and the southern portion of Country Glen Road and Walkerville Road.

The Day Time Permit Parking Program was recommended to prevent Markham-Stouffville Hospital staff and visitors from inappropriately parking their vehicles on the subject streets. In return, these users would be redirected to the existing pay and display parking lot located on the hospital property.

 

Recognizing the recommendation on Riverlands Avenue could transfer parking demands to the adjacent streets, Engineering staff stated that additional monitoring would be conducted and reported back to the Town’s General Committee if required.

 

DISCUSSION:

Parking Investigation

Following the implementation of the Day Time Permit Parking Program on September 1, 2005, Engineering staff conducted on-site observations to monitor the impacts to the adjacent streets.  Engineering staff also received concerns by the residents of Settlement Park Avenue regarding an increase in parked vehicles on their street.

 

Through on-site observations, it was determined that hospital users began to park their vehicles on Settlement Park Avenue. This was clearly attributed to the implementation of the Day Time Parking Permit Program that was now in place and being enforced on Riverlands Avenue.

 

Recommendation
It is recommended to extend the Day Time Permit Parking Program to Settlement Park Avenue, Country Glen Road (from Riverlands Avenue to The Meadows Avenue) and Walkerville Road (from Riverlands Avenue to The Meadows Avenue).

 

It is possible that the parking concerns could extend further into the community.  In this regard the proposed by-law incorporates additional streets, i.e. The Meadows Avenue, Spring Meadow Avenue and Bur Oak Avenue.  However, the signs and permits will only be implemented on the streets where problems are observed. Hence, in the event the parking problem increases, this will allow staff to extend the Day Time Permit Parking Program as required and without the need to report back to Council to amend the by-law.

 

Resident Notification

Residents affected by the proposed parking prohibition have been notified and informed of the proposal. 

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement and maintain the parking measures are accounted for in the Operations and Asset Management Department annual budget. There will also be ongoing administration costs for the daytime permit program, primarily for re-issuing permits on an annual basis.  These costs will be absorbed in the By-law Enforcement and Licensing Department.

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval, the Operations and Asset Management Department will install the proper signs and the By-Law Enforcement and Licensing Department will administer the day time parking permit program.
