Old Kennedy Road - Parking Prohibition

 

 

 


 

 

RECOMMENDATION:

THAT the attached By-laws to amend parking regulations on Old Kennedy Road, be approved;

AND THAT the Operations and Asset Management Department be directed to install the appropriate signs upon approval of the attached by-laws;

AND THAT the Parking Control Department be directed to enforce the attached by-laws.

 

PURPOSE:

This report recommends rescinding the existing parking prohibition on the east side of Old Kennedy Road and proposes a new parking prohibition on the west side of Old Kennedy Road.

 

BACKGROUND:

Engineering staff received a request from the Senior Pastor of Logos Baptist Church, to address pedestrian crossing concerns on Old Kennedy Road, south of Aldergrove Drive and fronting the church.

 

Old Kennedy Road is a four lane major collector street that serves a mix of commercial and residential properties. The north and south limits of Old Kennedy Road are Denison Street and Steeles Avenue, respectively. There exists a parking prohibition on the east side of Old Kennedy Road which is on the same side as the church.

 

 

DISCUSSION:

In response to the Senior Pastor of Logos Baptist Church’s pedestrian crossing concerns, Engineering staff held an on-site meeting on July 21, 2005 at Logos Baptist Church. At the on-site meeting, it was noted that Logos Baptist Church held religious ceremonies every Sunday between 9:30 am and 1:00 pm. Given the time and day of service, Engineering staff conducted an investigation on Sunday, July 24, between 9:00 am and 1:00 pm,

 

Traffic Operational Observations

On any given Sunday, approximately 1000 church patrons attend the morning service, thus generating a significant amount of parking demand. Consequently, there exists a shortage of parking stalls within the church parking lot and in return, the overflow of motorists park their vehicles on the west side of Old Kennedy Road. This translates to approximately 57 vehicles or  approximately 350 metres of parked vehicles.

 

Given that there exists a parking prohibition on the east side, motorists are required to park on the west side of Old Kennedy Road. Consequently, site observations revealed 355 pedestrian trips crossing Old Kennedy Road during a span of four hours.

 

Recommendation

It is recommended that the parking prohibition on the east side be modified to allow parking. This will allow church members to park on the east side thereby eliminating the need to cross the road. Corner prohibitions will remain at the intersection of Aldergrove Road and Old Kennedy Road to maintain safe operations.

 

The Milliken Main Street Study proposes on-street parking on Old Kennedy Road to promote a more urban streetscape. Allowing parking on the east side of Kennedy Road will be consistent with the study objectives.

 

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these parking measures are accounted for in the 2005 budget for the Operations and Asset Management Department.

 

On-going maintenance costs for this installation will be accounted for in future Operations and Asset Management Department budgets.

 

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval the Operations and Asset Management Department will remove and install the proper signage for the proposed parking prohibition.  Upon installation of the signs, the Parking Control Department is to enforce the attached by-law.
