SUBJECT:

Bayview Forest Lane - Proposed Parking Prohibition

 

 

 


 

RECOMMENDATION:

THAT the attached By-law to amend parking regulations on Bayview Forest Lane, be approved;

 

AND THAT the Operations and Asset Management Department be directed to install the appropriate signs upon approval of the attached by-law;

 

AND THAT the Parking Control Department be directed to enforce the attached by-law.

 

PURPOSE:

This report recommends implementing a parking prohibition on Bayview Forest Lane, in its entirety.

 

BACKGROUND:

Bayview Forest Lane is a local road within the Thornhill community and is located west of Bayview Avenue and north of Steeles Avenue. There exists three religious centres, a Synagogue, Mosque, and a Chinese Temple, on the west side of Bayview Avenue. The distance between these three religious centres and Bayview Forest Lane is approximately four hundred metres.

 

Parking prohibitions are in place on several key roads in this area, including Proctor Avenue, to ensure residents are not affected by the parking demands at the religious centers.  The ongoing demand for parking has now affected Bayview Forest Lane, a cul-de-sac.  Consequently, eight of nine residents submitted a petition requesting the Town implement a parking prohibition on their street.

 

DISCUSSION:

Traffic Operational Investigation

In response to the resident’s concerns, Engineering Staff conducted a traffic operational study to verify the residents concerns. Multiple on-site observations concluded that members of the religious centres frequently parked on Bayview Forest Lane. Specifically, parked vehicles were observed on both sides of the subject street and within the cul-de-sac. The parked vehicles were blocking driveways and parking on both sides of the street thus reducing traffic flow to a one-way operation.

 

Given the traffic operational concerns, Engineering staff recommend implementing a parking prohibition on Bayview Forest Lane in it’s entirety.  The parking prohibition, will restore operations to what would normally be expected on a local cul-de-sac.

 

Pending Council approval, Engineering staff will advise the three religious centres of the proposed parking prohibition on Bayview Forest Lane.

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these parking signs are accounted for in the 2005 budget for the Operations and Asset Management Department.

 

On-going maintenance costs for this installation will be accounted for in future Operations and Asset Management Department budgets.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval, the Operations and Asset Management Department will install the proper signs for the proposed parking prohibition on Bayview Forest Lane.
