SUBJECT:

East Valhalla Drive and Cochrane Drive All-way Stop Control

 

 

 


 

RECOMMENDATION:

THAT Schedule 12 of By-law 106-71 for all-way stop control be amended to include the intersection of East Valhalla Drive and Cochrane Drive and that the attached by-law be approved;

 

AND THAT the Operations and Asset Management Department be directed to install and maintain the appropriate signs upon approval of the attached by-law;

 

AND THAT York Regional Police be requested to enforce the all-way stop control upon installation of these signs.

 

PURPOSE:

This report recommends the installation of an all-way stop control at the intersection of East Valhalla Drive and Cochrane Drive.

 

BACKGROUND:

The Engineering Department received a request for all-way stop control at the intersection of East Valhalla Drive and Cochrane Drive (see Attachment 1). East Valhalla Drive is a one-way street, extending from Highway 7 south to the subject intersection.  Cochrane Drive runs east-west and services the business park. Currently, there is a side-stop control on East Valhalla Drive, providing right-of-way to Cochrane Drive. 

 

DISCUSSION:

To implement all-way stop control at an intersection, the necessary warrants must be met, as outlined by the Ontario Ministry of Transportation.  The warrants consider the vehicular volume and the volume distribution at the intersection.

 

The Engineering Department conducted the all-way stop warrant for the peak hour of the day at the subject intersection.  The warrant analysis results are as follows:

All-way stop control is warranted when both warrants 1 and 2 are satisfied.  In accordance with the above analysis, Warrants 1 and 2 were satisfied. Therefore, the Engineering Department recommends all-way stop control at the intersection of East Valhalla Drive and Cochrane Drive.  If implemented, the all-way stop control will improve the traffic operations at the subject intersection.

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these parking signs are accounted for in the 2005 budget for the Operations and Asset Management Department.

 

On-going maintenance costs for this installation will be accounted for in future Operations and Asset Management Department budgets.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval, the Operations and Asset Management Department will install and maintain the proposed signs for the all-way stop control at the intersection of East Valhalla Drive and Cochrane Drive.
