RECOMMENDATION:
THAT
the report entitled Varley
AND
THAT Council approve the revised Art Collection Policy (Appendix C) as recommended
by the Varley-McKay Art Foundation Board on
PURPOSE:
This
policy is required by the Federal government and all lending art institutions
and individuals to establish the standard of care for the collections held in
public trust or borrowed by the Town of
The
strategic direction for building the art collection has been revised to better
reflect the evolving nature of the communities of
EXECUTIVE
SUMMARY:
The
Policy has been amended to:
1. Update the strategic direction to better reflect the
evolving changes to the communities that make up
2. Better define the categories of the collections held by the
Town of
3. Strengthen the provisions for the ethical standards to
ensure there is not a conflict of interest in the acquisition of art by gift or
purchase by the Board members of the Foundation or the professional staff.
4. Update the wording to reflect the change in governance and
current terminology in the museum/gallery sector.
BACKGROUND:
The
Collection and Exhibition Management Policies and Procedures Policy was approved
The
Foundation Art Acquisition Committee and full Board approve all acquisitions to
the permanent collection for the Town of
The
current collection, including public art works is 350 works of art. There are
also educational pieces and archival materials notably from the McKay estate.
Over 90% of the collection has been acquired by donation.
A
“Class A” gallery meets environmental and security standards, has appropriate
acquisition procedures and ethical standards, and has clear roles for the professional
staff.
OPTIONS/DISCUSSION:
The following highlights some of the proposed changes to the
Policy (refer to Appendix “B” for a detailed comparison of changes). The boxes items are the proposed changes and
have been reviewed and endorsed by the Board and Legal Services.
1. Strategic Direction
The primary change is in defining what the gallery
will collect to remove any perceived barriers to defining what constitutes
Canadian and to ensure the gallery collection evolves with the changing demographics
and needs of the Town of

Collection
The categories of the collection have been changed to
clearly reflect those objects and archival materials that are subject to full museum/gallery
standard of care and those intended for use in educational (hands on) programs and
public art.

In December 2004, Council approved the amalgamation
of the Advisory Committee into the Varley-McKay Art Foundation Board.
References to the Board and committees have been updated to reflect this
change.
The
roles of the professional staff are added to reflect their respective responsibilities.
