SUBJECT:

Amendment to Thornhill Senior Centre’s Facility Operating Agreement

 

 

 


 

 

RECOMMENDATION:

That the Thornhill Senior Centre’s Facility Operating Agreement report be received;

 

And that the Mayor and Clerk be authorized to execute a Facility Operating Agreement between the Thornhill Seniors Club and the Town of Markham, and any other documents required to give effect thereto, respecting the Senior Centre at 7755 Bayview Avenue, in a form satisfactory to the Town Solicitor for the period January 1, 2005 to December 31, 2009;

 

And further that the membership fees have been included in the 2006 Budget in the amount of $22,000.00.

 

 

PURPOSE:

The purpose of the agreement is to establish a clear understanding of the responsibilities associated with on-going operations between the Town of Markham and the Thornhill Seniors Club, and to execute a formal Facility Operating Agreement between the Thornhill Seniors Club and the Town of Markham, in a form satisfactory to the Town Solicitor for the period January 1, 2005 to December 31, 2009.

 

BACKGROUND:

With the Thornhill Community Centre expansion now completed, the Thornhill Seniors Club requested a review of the Facility Operating Agreement to address operations, guidelines and access to the new amenities.

 

The Thornhill Seniors Club became operational at the Thornhill Seniors Centre in June 2004.  Staff has worked with the club and are proposing to execute an agreement from 2005 to 2009 time period. 

 

The Recreation Services Department staff worked closely with the Board to support and facilitate their governance structure and functions.  The Senior Club organizes and provides volunteer leadership for their activities and club operations with support from the Recreation Services staff.

 

OPTIONS / DISCUSSION:

 

The Facility Operating Agreement between the Town and the Thornhill Seniors Club clarifies the roles, responsibilities and framework for operations (refer to Appendix A and B).  The Older Adults Senior Club facility use policy stipulates that agreements are required under a club model (refer to Appendix C).  By executing the agreement we will be in compliance with the policy.

 

FINANCIAL CONSIDERATION:

 

In February 2005, Mayor and Council approved the Senior Clubs Fees Schedule report. The Fee schedule is for a five-year period. The schedule detailed the contributions that will be made by the Thornhill Seniors Club to the Town of Markham for the period of 2005 to 2009. The Director, Recreation and Culture Services was authorized to execute a Letter of Understanding between the Thornhill Seniors Club and the Town of Markham in a form satisfactory to the Town Solicitor.

The 2006 Budget includes total revenue of $22,000 which represents 1,100 members.

 

BUSINESS UNITS CONSULTED / AFFECTED:

 

The Facility Operating Agreement has been discussed and reviewed with members of the Thornhill Seniors Club; The Town of Markham’s Legal Department and has received endorsement from all parties.
