SUBJECT:

Amendment to Fee By-law 2002-276 to reflect a per appliance unit fee for used appliance pick-up


 

RECOMMENDATION:

 

THAT Fee By-law 2002-276 be amended to reflect a charge of $10.00 per unit for used appliances collected by the Town;

 

AND THAT public notice be provided in accordance with Fee By-law 2002-275;

 

PURPOSE:

 

The purpose of this report is to obtain approval to amend Fee By-law 2002-276 to reflect a $10 per unit fee for used appliance pick-up.

 

DISCUSSION:

 

Markham offers a pick-up service for used appliances for a flat fee of $10. The pick-up service is provided by Miller Waste for an hourly rate.

 

At its meeting of February 14, 2006, Council approved the 2006 Operating Budget which included adjusting the appliance pick-up fee from a $10.00 flat rate of to $10.00 per appliance to reflect the cost of providing the service.

 

An appliance is defined as:

  • a refrigerator
  • a freezer
  • a stove or oven
  • a microwave
  • a dishwasher
  • a washer
  • a dryer
  • a air conditioner
  • a dehumidifier

Revised fee is comparable to York Region Municipalities

 

All York Region Municipalities provide a used appliance pick-up service except East Gwillimbury. Four municipalities charge a fee.

FINANCIAL CONSIDERATIONS:

 

The 2006 Waste Management Operating Budget includes revenues of $50,000 for appliance collection, reflecting a 100% increase over the 2005 Waste Management Operating Budget.

 

CONCLUSION:

 

Part XII of the Municipal Act, 2001 provides Council with the authority to pass by-laws imposing fees and charges for services or activities provided or done by or on behalf of it.

 

The revised $10 per appliance White Goods Collection fee will take effect upon the approval of this report.

 

Public notice will be provided at all recycling depots, the Contact Centre, and the Markham Page of the Economist & Sun and Thornhill Liberal newspapers.
