SUBJECT:                          Hagerman Corners Vehicular Infiltration

RECOMMENDATION:

THAT the report entitled “Hagerman Corners Vehicular Infiltration” dated April 24, 2006, be received;

 

AND THAT the attached amended By-law, 106-71- Schedule 9, Prohibited Turns, be approved to include a northbound left turn and southbound right turn prohibition at the intersection of Brimley Road and Lee Avenue between 7:00 a.m. and 9:00 am, any day;

 

AND THAT the Region of York be requested to implement a westbound left turn prohibition at the intersection of 14th Avenue and Noble Street between 7:00 a.m. and 9:00 am, any day, and an eastbound no through prohibition at the intersection of Kennedy Road and Lee Avenue anytime;

 

AND THAT the Operations Department be directed to install the proposed signs for the Town related turn prohibitions upon approval of the attached by-law;

 

AND THAT York Regional Police be requested to enforce the proposed turn prohibitions immediately following sign installation;

 

AND THAT staff monitor the subject area following the implementation of the turn prohibitions and report back if further by-law amendments are needed.

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement the proposed turn prohibitions signs on Brimley Road are accounted for in the 2006 Operations Department budget.

 

The costs of labour and materials to implement the prohibitions at 14th Avenue/Noble Street and Kennedy Road/Lee Avenue are the responsibility of the Region of York.

Hagerman Corners is a mature residential community located within Milliken Mills. The community is bounded by 14th Avenue to the north, Highglen Avenue to the south, Brimley Road to the east and Kennedy Road to the west.

 

Within this community, Lee Avenue runs in an east-west direction and connects to Kennedy Road and Brimley Road. The 85th percentile speed and volume for Lee Avenue is 60 km/h and 2448 vehicles per day, respectively. Noble Street runs in a north-south direction and connects to 14th Avenue and Highglen Avenue.  The 85th percentile speed and volume for Noble Street is 56 km/h and 1274 vehicles per day, respectively. Both of these streets are classified as local residential roadways and the posted speed limit is 40 km/h.   Hagerman Corners is surrounded by HWY 407 to the north, Milliken Mills Community Centre and Milliken High School to the west and additional residential development to the south and east. There also exists small businesses along the westerly limit and two private schools along the easterly limit of the Hagerman community.

 

Kennedy Road and Lee Avenue Signal

Late last year, York Region advised that a traffic control signal at the intersection of Kennedy Road and Lee Avenue is warranted and was being scheduled for installation in 2006. Given the potential vehicular infiltration implications caused by the proposed traffic control signal, Town Council at its October 25, 2005 meeting requested staff to conduct vehicular infiltration studies and hold a community meeting to discuss these matters.

 

The residents of Hagerman Corners have in the past expressed concerns regarding vehicular infiltration through the entire community.  Various mitigation measures were implemented in the past, however they were removed at the request of the community due to the restrictive conditions imposed directly on its residents.

 

 

 

 

 



Vehicular Infiltration Studies

As directed by Council, the Engineering Department conducted a comprehensive vehicular infiltration study within the Hagerman Corners community. The study was conducted on Monday November 7, 2005 during the morning and afternoon peak hours. The study recorded vehicle licence plates at each of the five entry and exit points within the community. By identifying plates from an entry point to an exit point, within a specified travel time, staff where then able to identify the predominant vehicular infiltration routes through the community.

 

Study Results - 8:00 to 9:00 AM

Staff identified a high amount of vehicular infiltration through the community during the morning peak period. The predominant vehicular infiltration movements have been summarized below:

The number of vehicles entering Lee Avenue from Kennedy Road as recorded in the afternoon peak hour study is significantly lower as compared to the morning peak hour, as shown below.

The infiltration rate for this movement is less than two vehicles every minute (120 per hour).  Furthermore, imposing any turn restriction for the vehicles entering Lee Avenue from Kennedy Road will adversely impact the businesses on the east side of Kennedy Road at Lee Avenue.  Given the low volume and the impact to existing businesses, infiltration mitigation measures are not proposed for these turning movements.   

 

Community Centre Traffic

The Community expressed concerns about eastbound traffic infiltrating through the neighbourhood from the Community Centre upon installation of traffic signals at the Kennedy Road/Lee Avenue intersection.  Staff concur that the eastbound through movement could increase substantially upon installation of signals.  As a result it is recommended that the Region implement eastbound through traffic prohibitions at this intersection at all times.

 

Mitigation Measures - Vehicular Turn Prohibitions

Based on the predominant vehicular infiltration routes, turn prohibitions have been proposed for the following intersections:

An additional southbound right turn prohibition, at the intersection of Brimley Road and Lee Avenue, has been included in the list of mitigation measures. Although vehicular infiltration has not been found via this particular movement, the prohibition is still being proposed to ensure motorists do not redirect their morning route from the proposed prohibition located at the intersection of 14th Avenue and Noble Street.

 

Mitigation Impacts

The various turn prohibitions will decrease vehicular volume in the Hagerman Corners community, namely Lee Avenue and Noble Street. Consequently, there will be some redistribution of vehicular volume onto 14th Avenue, Brimley Road and Highglen Avenue.

 

Engineering staff will monitor the subject area following the implementation of the turn prohibitions and installation of the traffic control signal. Pending the results, staff may have to report back to Committee on modifications to ensure safe and efficient traffic operations within and surrounding the Hagerman Corners community.

 

Community Meeting - December 1, 2005

As previously mentioned Council requested Engineering Department to undertake a community meeting. The purpose of the community meeting was to discuss the proposed traffic control signal and vehicular infiltration prohibitions. Notice letters where sent to the residents of the community on November 15, 2005. In addition, newspaper notices were advertised on November 22 and 29, 2005 via the Economist and Sun. The 8 residents, out of the 125 households invited, who were in attendance at the community meeting indicated support for the proposed turn prohibitions.

 

 

Private School – Brimley Road and Lee Avenue

Because the prohibitions at the intersection of Brimley Road and Lee Avenue will directly impact accessibility to the private school, located at the north-west corner of the subject intersection, Engineering staff held an on-site meeting with the private school. It was discussed and agreed that the proposed prohibitions would cause only a minor inconvenience to motorists destined to the private school. Hence, the proposed prohibitions where accepted given alternative routes to the private school where available.

 

Next Steps

Pending both Town and Regional Council approval of the various turn prohibitions in an effort to reduce vehicular infiltration within the Hagerman Corners community, the subject traffic control signal and turn prohibitions will be installed 2006.  Given that the turn prohibitions require by-laws at the intersection of 14 the Avenue and Noble Street and Kennedy Road and Lee Avenue, York Region Transportation will be notified of the required actions.  Traffic monitoring will be conducted following the proposed mitigation measures.
