RECOMMENDATION:

THAT the report dated April 24, 2006 entitled “Facility Group Insurance Program for Satellite Facilities” be received.

 

AND THAT the current Town Operated Facilities Group Insurance Program (SportsCan) be expanded to include all Satellite Facilities.

PURPOSE:


The purpose of this report is to expand the current Town Operated Facility User Group Insurance program (SportsCan), as a method of obtaining the required insurance coverage, to all Satellite Facilities.


 

BACKGROUND:


On February 14, 2006 Council approved a new mandatory $2,000,000 general liability insurance standard for all rental activities held within Town Operated Facilities. In addition, the Town implemented a Facility User Group Insurance program allowing facility renters to purchase the required insurance through a Facility User Group Insurance program (SportsCan).  In the same report Staff were to review the pilot insurance program, implemented on January 1, 2006 with the Heintzman House and Markham Train Station, to determine when the program should be rolled out to the other Satellite Facilities. During March 2006, Town staff discussed the program implementation with the Heintzman House and Markham Train Station. Town staff were informed that SportsCan program had been implemented successfully and that new insurance standard had not significantly affected their rental revenues.

 

On April 11, 2006 Council approved a new “Satellite Recreation Centres Policies Agreement” with the Satellite Community Centre Boards. In section 2.2.1 of this policy,  all facility Licensees are required to have at least $2,000,000 of general liability insurance coverage for all participants involved and this coverage must name the Corporation of the Town of Markham as an additional insured. This requirement is the same Insurance standard approved on February 14, 2006 for all Town Operated Facilities.

 

 

To ensure the Licensees of all Satellite Community Centres are able to obtain the necessary Insurance coverage, Town staff recommend expanding the Town Operated Facilities Group Insurance Program (SportsCan) to include all the Satellite Facilities.
