The meeting convened at the hour of 3:40 p.m. with Mr. R. Hunn in the Chair.

 

 

1.         MINUTES OF THE MARKHAM ADVISORY COMMITTEE ON ACCESSIBILITY MEETING HELD ON DECEMBER 20, 2006

 

Mr. Ted Chivers provided an update on item # 3, The Markham Accessibility Guidelines, and advised that this matter is ongoing.

 

THE MARKHAM ADVISORY COMMITTEE ON ACCESSIBILITY RECOMMENDS:

 

That the minutes of the Town of Markham Advisory Committee on Accessibility held on December 20, 2006 be adopted.

2.         REVIEW OF THE MACKAY HOUSE LANDSCAPING PROJECT

 

Mr. J. Ryerson, Director of the Varley Art Gallery, displayed site plans and conceptual renderings of the proposed landscaping for the Mackay House. Mr. Ryerson explained the upgrades and renovations to the building. Ramping will be provided to make the yard, patio, and first floor fully accessible, however the second floor will not be accessible due to the excessive requirements. The building is used for art shows and events, and is sometimes rented to artists.

 

Ms. L. Irvine and Mr. J. Ferrara responded to questions regarding the landscaping, and advised that the plans will reflect the Victoria Era in which the building was constructed. Staff noted the challenges of working within the Heritage Guidelines.

 

The Committee reviewed parking and drop-off locations with respect to wheelchair compatibility, and suggested signage be posted to identify a “Drop-off Only” location.

 

Discussions included a linkage to the pathway from the back yard and wheelchair access to the road. It was noted that the grading in this area would be prohibitive. Staff advised the proposal will be in conformity with the Accessibility Guidelines, however, sidewalks are often a contentious issue as some residents do not want sidewalks in front of their property. It was suggested that a resolution from this Committee may assist Council in determining these matters, and the Chair agreed to research an appropriate resolution for a future meeting. 

 

 

 

3.         MARKHAM ACCESSIBILITY GUIDELINES – OVERCOMING BARRIERS

 

Mr. E. Adams was in attendance to present an update with respect to the Markham Accessibilty Guidelines. He advised that the document is being finalized, and that continual updates will be required to keep it current. A presentation is scheduled for General Committee on March 19, 2007, and it will then proceed to Council for endorsement. Town facilities will be audited over the next year or two, priorities will be identified, and implementation will take place over the next 10 years.

 

Mr. J. Li distributed copies of the covering illustration. The Committee approved the image, and staff agreed to add an explanation of the pictograms.

 

Mr. Ted Chivers agreed to provide a memorandum on behalf of the Committee, endorsing the guidelines when it is presented to General Committee on March 19. Staff will report back to the Committee in April on the actions of Council.

 

THE MARKHAM ADVISORY COMMITTEE ON ACCESSIBILITY RECOMMENDS:

 

That the covering page of the Markham Accessibility Guidelines – Overcoming Barriers, be endorsed;

 

And that Mr. Ted Chivers provide a memorandum on behalf of the Committee, endorsing the Markham Accessibility Guidelines when it is presented to General Committee on March 19, 2007.

4.         COMMUNICATIONS

 

Committee reviewed the letter from the City of Mississauga requesting support for the general intent of the Initial Proposed Customer Service Standard, and for the Province to provide suitable funding to support the implementation of the AODA standards.

 

The Committee Clerk was directed to confirm if Markham Council has received and/or acted on this correspondence.

 

THE MARKHAM ADVISORY COMMITTEE ON ACCESSIBILITY RECOMMENDS:

 

That the correspondence from Mrs. Hazel McCallion, Major, City of Mississauga, to The Honourable Madeleine Meileine, Minister of Community and Social Services, regarding the customer service standard with respect to the AODA, 2005, be received.

 5.        NEW BUSINESS

 

Disabled Parking Permits

 

Committee discussed recent events in the City of Toronto regarding Disable Parking Spaces, whereby the City is considering requesting the Province to require verification for disabilities. The Committee supported the initiative and made two motions in this regard.

 

THE MARKHAM ADVISORY COMMITTEE ON ACCESSIBILITY RECOMMENDS:

 

That the Town of Markham submit a formal recommendation to the Ontario Transportation Minister Donna Cansfiled to review the categories for issuance of Disabled Parking Permits and to immediately implement an appropriate testing and review program to verify existing holders of Disable Parking Permits really require them;

 

And that the Town of Markham submit a formal request to York Region Police and Municipal By-law Enforcement Officers to intensify the monitoring of Disabled Parking Spaces and intensify the issuance of tickets for drivers of vehicles unlawfully utilizing such spaces.

 

 

 

 

York Region Transit

 

The Committee discussed the importance of the regional transit system. Comments from the Committee are to be e-mailed to the Chair.

 

 

Expectant Mother Parking Spaces

 

Committee questioned if the parking spaces designated for Expectant Mothers are included in the quota for the total required parking spaces that have to be provided. Staff will check with the Planning Department and provide information at a future meeting.

 

 

 

The Markham Advisory Committee on Accessibility adjourned at the hour of 5:20 p.m.
