SUBJECT:                          Award of Tender # 065-T-08 Traffic Calming at Royal Orchard Boulevard, Carlton Road and Village Parkway

RECOMMENDATION:

THAT the report entitled “Award of Tender # 065-T-08 Traffic Calming at Royal Orchard Boulevard, Carlton Road and Village Parkway” be received;

 

AND THAT the contract for Tender # 065-T-08 Traffic Calming at Royal Orchard Boulevard, Carlton Road and Village Parkway be awarded to the lowest priced qualified bidder, Mopal Construction Limited in the amount of $373,753.00 exclusive of GST;

AND THAT a contingency in the amount of $56,062.00 exclusive of GST, be established to cover any additional construction costs and that the Director of Engineering be authorized to approve expenditure of this contingency amount up to the specified limit;

AND THAT the award be funded from the 2007 Engineering Capital for Safe Streets Programme, project # 083 5350 7660 005 in the amount of $429,815.00;

AND THAT Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report seeks Council approval to award the contract for Traffic Calming at Royal Orchard Boulevard, Carlton Road and Village Parkway.

 

BACKGROUND:

The Town of Markham’s Engineering Department has received numerous complaints from residents regarding speeding.  The streets were point ranked based on the operating speed, traffic volume, collisions, presence of schools and sidewalks.  The Top Twenty Five (25) Streets in the list were recommended to the Traffic Safety Committee for enhanced police enforcement.

 

The Top Twenty Five (25) Streets received one (1) year of enhanced police enforcement.  The traffic speed and volume studies were conducted before, during and after enhanced police enforcement period.  Based on the speed compliance effectiveness study results and the Traffic Safety Committee’s recommendation, the following six (6) streets were identified for consideration of physical traffic calming measures:

  • Proctor Avenue (in its entirety)
  • Royal Orchard Boulevard (in its entirety)
  • Village Gate Drive (in its entirety)
  • Lockridge Avenue (in its entirety)
  • Carlton Road (between Warden Avenue and Kennedy Road)
  • Village Parkway (in its entirety)

 

A public information session was held on April 4, 2007 with a resident survey conducted in June/July 2007.  Based on the survey response, the following streets were approved by Council for traffic Calming construction:

  • Royal Orchard Boulevard (in its entirety)
  • Carlton Road (between Warden Avenue and Kennedy Road)
  • Village Parkway (in its entirety)

 

OPTIONS/ DISCUSSION:

The construction tender # 065-T-08 was issued in accordance with Purchasing By-law 2004-341.  Staff has reviewed the bid documents and are satisfied that all the terms, conditions, bid prices and specifications comply with the Town’s requirements.

 

Project Schedule

Pending Council approval, the construction is expected to commence in July 2008. The traffic claming construction is scheduled for July/August 2008 given that traffic volumes will be lower during this period and that the schools will be on summer break.

 

Community Notice

Notice letters will be sent to the residents fronting the project streets. Notice letters will advise the community regarding the upcoming traffic calming construction on their respective street and construction schedule.

 

Contingency

Contingency amount of $56,062.00 exclusive of GST is 15% of the tender cost. Construction contingency has been kept to cover any unforeseen construction costs.

Purchasing staff contacted the companies that did not submit bids and were provided with the following reasons;  Two (2) companies were unable to quote competitively, two (2) companies could not bid due to their present workload, one (1) company advised the scope of work was too large, one (1) company was a sub contractor and one (1) was a consultant.
