3.      TACC DEVELOPMENTS

TACC Developments is proceeding with its commitment, under the building approval process for the retail plaza in Box Grove that it is developing, to install public art as part of this development. The work, which has been designed by Marion Bartlett, will be placed in a small piazza at the intersection of two inner roads in the retail plaza development.

David Stewart, TACC Developments, distributed and reviewed a site plan for the development of the retail plaza and the piazza. Committee members suggested that the work  might benefit if the area around it were not cluttered with benches and planters.

Marion Bartlett, the artist hired by the developer, advised that owner John DeGasperis wanted a piece of art showing "communities working together to build", a piece that he could relate to on a human level and that people coming to Markham could relate to also. Previous discussions with Town staff suggested that it might be worthwhile to have the piece relate to Box Grove and reflect its history, the work ethic of cooperation, e.g. building structures together, and the possibility of joining "old" and "new", e.g. that cooperation still exists.

Ms. Bartlett reflected on the suggestions and brought a revised mock-up of the work to present to the committee. She pointed out that figures on one side of the piece represent the "old"; on the other, "new". In addition,  the farm hand is handing over work via the hard hat to a modern worker. Recognizing the potential for photo opportunities, suggestions were made to relocate the lower female figure of the work so that she is positioned under the frame looking up at the other characters. The public would then likely gather around her for pictures and become "part of the work".

Committee members felt that lighting could have interesting effects for the work, changing its appearance at different times during the day and night. It was agreed there is other light in the area so there would be no need to flood the piece, merely accent it, with light.

It was also suggested that TACC Developments consider explaining the theme of the work on a plaque to be set in the ground near it.

TACC Developments will provide revised design layouts and lighting proposals to Town staff.

TACC Developments is hoping that the work will be ready for a grand unveiling in October 2010.

THAT the Markham Public Art Advisory Committee receive the proposal for an art work depicting "communities working together to build" to be installed in the piazza of the Box Grove retail plaza that TACC Developments is developing. The proposed art work is supported by the Markham Public Art Advisory Committee; however, the committee recommends that the developer and artist meet with Town of Markham staff to discuss and find resolution to issues relating to lighting and site planning for the piazza.
