The Cycling and
Pedestrian Advisory Committee convened at 7:02 p.m. with Ms. Sandra McEleney
presiding as Chair, without quorum.
Quorum was obtained at 7:12 p.m.
1. PRESENTATION
Ms. Sandra McEleney welcomed all members and advised that the meeting would begin with a presentation from Mr. Bui, Region of York regarding the Regional Cycling Network map. Mr. Bui advised everyone that the map will eventually be available in a pocket size where cyclists can have it accessible while riding on trails and anticipated having the final version printed prior to the Spring 2011. He brought two extra copies of the map and offered the committee members to take one if interested. Mr. Bui stated that the cycling map is being funded by The Ministry of Health Promotions.
There was brief discussion with respect to the six trail types (bicycle lane, shared roadway, paved shoulder, multi-use trail, minor trail and boulevard trail).
The Committee discussed whether Durham streets could be included on the Regional Cycling Network map and whether high use areas can be expanded.

3. SUMMER
EVENTS
Mr. Lorenzo Mele, TDM
Coordinator, briefly reported on the main events from the summer:
a.) MARKHAM
GIRO
Mr. Mele advised the
Committee that the Markham Giro event was held on August 8, 2010 and had a
great turn out with over 250 registered riders and numerous spectators. Mr. Mele advised that many of the Markham families
that attended with their children did not remain for the afternoon BBQ.
The Committee
suggested inviting a representative of the D’Ornellas Race Team to a future
CPAC meeting to discuss what is required to ensure that the event is successful
next year.
The following
suggestions were discussed:

have a
Breakfast instead of the BBQ in the afternoon
·
transition area needs to be barricaded
·
improve
the first aid
·
more
volunteers needed
·
spotter at
the half way point of the children’s race
Mr. Mele advised the
Members that the Markham Giro is a successful event and if we were to host this
again next year there should be more volunteers. He also advised that the Town’s Recreation and
Community Relations department could become more involved in this event. The
Committee discussed the importance of a designated subcommittee to assist in
running this event.
b.)
CAN-BIKE
Mr. Mele advised that
the Adult Learn to Ride (ALR) is a very popular course as was the Kids CAN-BIKE
Festival, which had 192 participants. Mr.
Mele advised that the graduation ceremony for the high school youth who have
been trained as CAN-BIKE Instructors will be held on October 23, 2010 from
10:00 am to 12:00 pm. in the Canada Room of the Markham Civic Centre. He also
thanked Mr. Michael Trigiani who has been very instrumental in introducing
CAN-BIKE in Markham and now York Region.
4. PROJECT UPDATES
Sidewalk
Program
Mr. Lorenzo Mele presented
a summary overview regarding the Town’s sidewalk program. Mr. Mele advised that the 2008 list has been
completed and the engineering department anticipates completing the 2009
sidewalk list by the end of this year and the 2010 list is expected to begin in
the spring of 2011.
A Member suggested that sidewalks be installed
along Bayview Avenue, from Sycamore Drive North to Highway 7 along the east
side. Mr. Mele suggested that members of the committee submit locations that require
sidewalk connections and that these locations would be considered during the
preparation on the annual sidewalk construction plans.
It was suggested that Town staff validate the
2010/2011 sidewalk program list and bring it back to CPAC for review.
Cycling,
Pathways and Trails 5-Year Implementation Program
Mr. Mele advised the Committee that the
Cycling, Pathways and Trails 5 (five) Year Implementation Plan is 90% complete
and staff anticipate presenting the final recommendation report to the
Development Services Committee on December 13, 2010.
Mr. Mele advised the Members that the phasing
plan has not been prepared nor are there completion dates for when the projects
will be completed by. He did state that
Engineering would like to work with the committee and Council to finalize the
phasing plan.
The Chair, brought a Motion to set aside an
entire meeting to discuss the 5-Year Plan after the report is presented to
council on December 13, 2010.

That
the 5 Year Implementation Plan report include a recommendation that the Cycling
and Pedestrian Advisory Committee (CPAC) provide input on the phasing of the
program.

The Committee suggested that MMM Group assist
in facilitating the discussions regarding the phasing program.
There was brief discussion to ensure that the
Town of Markham’s implementation plan aligns with the Region of York’s plan.
Major
Mackenzie Drive – Safety Audit Treatments
Mr. Lorenzo Mele, provided highlights on the planned
improvements to be made to the multi-use pathway along Major Mackenzie Drive. The Chair brought to staffs attention that east
of Highway 48 along Major Mackenzie Drive there are two wires from the Hydro
pole down across the multi-use pathway.
The Chair asked if this could be addressed through the safety audit.
Campbell
Court – multi-use pathway
Mr. Lorenzo Mele provided an update on this
project that was in part constructed over the summer and which will see the
final portion built in the fall of 2010.
This new multi-use pathway network will allow cyclists and pedestrians
to avoid the road network for accessing the shopping area at the corner of
Highway 7 and McCowan Road
Toogood
Pond to Bob Hunter Memorial Park
Mr. Mele advised that the contract for this
project has been awarded to MMM Group consultants and the Communications and
Consultation Strategy will be presented to Council on November 16, 2010
5. CPAC BUSINESS
2010 - Mr. Mele, advised that the CPAC 2010 Business Plan was presented to the Development Services Committee on June 8, 2010.
It was suggested that the Business Plan
include Bike racks at McCowan Road and Steeles Avenue.
2011 – The Committee requested that Mr. Mele
forward a copy of the CPAC 2010 Business Plan to the Committee members. It was suggested that the members review that
plan and consider the items that need to be continued into the CPAC 2011 Business
Plan.

D’Ornellas Racing Team, Corporate Communications and Recreation be invited to
attend the October 28, 2010 CPAC meeting to discuss the 2011 CPAC Business
Plan.
